Required Experience

  • Experience overseeing and coordinating cross-functional technical teams providing support in Agile development, adversarial AI, cybersecurity, and AI model lifecycle management in alignment with mission objective.
  • Ability to successfully manage program execution across multiple technical domains including AI DevSecOps, cyber analytics, systems integration, and security engineering, ensuring deliverables meet contract standards and government requirements.
  • Experience guiding system integration efforts to ensure interoperability across platforms, enabling seamless coordination within Family of Systems (FoS) and Systems of Systems (SoS) environments.
  • Demonstrated experience integrating system security engineering and cybersecurity risk management into program-level planning, including oversight of Authority to Operate (ATO) processes and Defensive Cyber Operations (DCO) support.
  • Ability to oversee full-spectrum software engineering and testing efforts, including the design, development, deployment, and sustainment of AI models, as well as coordinate of developmental and operational test and evaluation (DT&E/OT&E).
  • Experience serving as the primary interface with government stakeholders, coordinating SME contributions, resolving issues, and guiding continuous improvement across AI, cybersecurity, and systems engineering efforts.

Responsibilities:

SANCORP is seeking a Program Manager to support the Air Force Research Laboratory through the Chief Digital and Artificial Intelligence Office (CDAO). The following are examples of responsibilities:

  • Lead and coordinate all aspects of program execution across technical disciplines, including Agile development, AI model lifecycle, cybersecurity, and integration efforts, ensuring alignment with mission objectives and performance goals.
  • Oversee Agile-based project teams and ensure iterative development, adaptive planning, and early delivery are achieved through close collaboration with government stakeholders and cross-functional personnel.
  • Provide program-level guidance and quality assurance on adversarial AI activities, ensuring model evaluation, sensitivity analysis, and threat-informed risk mitigation are integrated into development cycles.
  • Manage team support for obtaining and maintaining Authority to Operate (ATO), ensuring proper documentation, technical validation, and compliance with security policies.
  • Supervise cyber analytics operations, including monitoring network performance, managing cybersecurity tools, and ensuring integrity of Defensive Cyber Operations (DCO) platforms.
  • Direct the implementation of cybersecurity risk management processes across all systems and ensure risk assessments, mitigation strategies, and policy adherence are regularly evaluated and updated.
  • Coordinate system integration initiatives, guiding teams in building Family of Systems (FoS) and Systems of Systems (SoS) architectures, and ensuring interoperability across platforms.
  • Manage AI DevSecOps pipelines, ensuring that security is embedded throughout the development lifecycle, with automated security testing and CI/CD processes continuously maintained.
  • Oversee security engineering functions focused on designing, documenting, and maintaining complex databases and access systems, emphasizing secure configuration and lifecycle protection.
  • Supervise software engineering efforts including development of modular, scalable code; manage end-to-end software lifecycle from design and development to testing and delivery.
  • Ensure systems under contract receive proactive maintenance support, including corrective, adaptive, preventive, and perfective actions, maintaining system health and mission readiness.
  • Guide system security engineering activities to “design in” cyber protections and “engineer out” vulnerabilities throughout product and system lifecycles.
  • Provide oversight of AI model development and operations teams, ensuring mission-driven data science solutions, model governance, deployment strategies, and continuous integration/delivery are effectively executed.
  • Lead testing and evaluation efforts including developmental test & evaluation (DT&E) and operational test & evaluation (OT&E), ensuring systems meet functional, operational, and supportability standards under realistic conditions.
  • Serve as the primary interface with government leads to communicate progress, manage priorities, mitigate risk, and ensure all technical workstreams meet contract deliverables and mission intent.
