Q.E.D. Systems, Inc. has an opening for a Program Manager (PM). This position is contingent upon contract award. The PM communicates and collaborates with the Senior Project Managers, Project Managers, and Senior Field Technicians to articulate the status of efforts being accomplished on all Technical Instructions (TIs) and provides information and/or concerns to the Contracting Officer’s Representative (COR) and Navy Senior Level Management personnel. The PM shall establish effective communication channels with the Government’s Procuring Contracting Officer (PCO), Contract Specialist, and COR, and shall conduct contract status meetings covering contract execution, identified performance risks and issues, and the contractor’s mitigation/corrective actions. The PM shall be responsible for providing technical expertise for overall planning, direction and success of all tasks defined in the Government’s Statement of Work (SOW) and shall ensure all project goals and objectives are met on time, within budget, and to the satisfaction of all stakeholders. The PM shall be physically located at our Ventura County, CA Program Management Office (PMO). The PM is required to support the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) in person, at the PHD campus, on an as needed basis up to and as frequently as four (4) days a week. The PM shall provide program and project management services including, but not limited to:
- Program Planning and Control
- Resource management
- Risk management
- Rough Order of Magnitude (ROM) development
- Budgeting and Cost Management
- Schedule management
- Performance monitoring and reporting
- Documentation preparation and transmittal
- Quality control
Job Requirements/Skill Sets: The PM must have six (6) years of experience as a Program Manager of a Navy Acquisition Shipboard Installation, deployment and sustainment Services team, or eight (8) years of program management experience of a Government industrial project, along with a demonstrated knowledge of Earn Value Management (EVM) reporting requirements. In addition to the general experience listed above, it is desired that the PM have at least six (6) years of experience in Program Management involving: combat/weapons systems and interior communication systems.
Education Requirements: A Bachelor’s degree in engineering, computer science, math or business discipline, from an accredited university is .
Security Clearance/Naval Facility Access: U.S. citizenship required. Must be eligible for and be able to maintain a U.S. Secret Clearance.
