Care Hawaii is a behavioral health care organization dedicated to providing compassionate services to individuals in need. We are currently seeking a reliable and caring Program Manager to oversee the day-to-day operations of our services. As a key member of our multidisciplinary team, the Program Manager will be responsible for ensuring that our services meet contract requirements and best practice guidelines. This role involves organizing, coordinating, and monitoring all contract operations under the direction of the Director, while supervising and supporting staff activities.

Key Responsibilities:

  • Program Administration: Oversee the administration of the program, ensuring smooth operations and adherence to contract requirements.

  • Team Leadership: Supervise and direct staff activities, providing training and education in line with best practices.

  • Collaboration: Work alongside other providers and the consumer's support network to ensure the highest quality of care.

  • Consumer Services: Ensure program services are available during both day and evening hours, seven days a week, as needed by the consumers.

  • Staff Performance: Conduct regular meetings with staff to review performance, offer feedback, and ensure compliance with documentation standards (e.g., progress notes, assessments).

  • Client Treatment Coordination: Manage the client admission process and coordinate treatment, rehabilitation, and support services.

  • Quality Assurance: Ensure medical records are properly managed, and that quality assurance activities are conducted and documented.

  • Crisis Management: Be on-call 24/7 for crisis intervention, staff supervision, and consultation when needed.

  • Program Evaluation: Work with medical staff to establish outcome indicators and evaluate program effectiveness, making improvements as necessary.

  • Strategic Planning: Participate in strategic planning to identify growth opportunities and operational improvements based on trends in client needs and staff performance.

Position Qualifications:

  • Education:

    • A Bachelor’s degree from an accredited college or university in one of the following fields: Social Work, Nursing, Counseling, Psychology, Psychosocial Rehabilitation, Sociology, or Human Development.

    • Alternatively, a high school diploma with 12 credit hours in psychology, counseling, social work, or human development, plus one(1) year of experience working with individuals with mental health or behavioral health issues.

    • Additional credentials such as CPRP, CSAC, HCPS, RN, or LPN are also acceptable qualifications.

  • Experience:

    • At least 2 years of experience in mental health or behavioral health services, particularly in the adult population.

    • Strong clinical skills, critical thinking, problem-solving, and collaboration abilities.

    • Previous supervisory experience and the ability to lead and motivate a team.

    • Knowledge of current mental health trends and developments.

Required Certifications/Registrations:

  • CPR and First Aid certification

  • TB test clearance

  • Background check

  • CPI certification

  • Valid driver’s license and access to a reliable vehicle

Key Skills and Attributes:

  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse staff, clients, and external agencies.

  • Empathy and the ability to connect with individuals experiencing mental health and substance use issues.

  • Knowledge of community resources and mental/behavioral health issues in Hawaii.

  • Strong organizational and time-management skills.

  • Sound judgment, strong ethics, and a good work ethic.

  • Ability to handle stress effectively and maintain a calm demeanor in challenging situations.

Technical Skills:

  • Basic proficiency in using computers, tablets, Microsoft Office Suite, fax machines, and other office equipment.

  • Comfort with digital communication tools such as email, phone, and chat features.

Physical Demands:

  • Ability to sit for extended periods and use proper ergonomics while working on a computer or tablet.

  • Ability to manage a high volume of calls and respond to inquiries both verbally and in writing.

  • Frequent reading and comprehension of printed materials.

  • Active listening skills to understand and address consumer needs.

Special Demands:

  • Ability to respond effectively to the needs of multidisciplinary team members.

  • Willingness to take ownership of program development and contribute to operational, record-keeping, and staff/client education activities.

  • Capacity to handle a variety of tasks and demands while maintaining a calm and organized approach.

Schedule: This position involves an 8-hour shift schedule.
