Procurement Specialist

A company in Richmond, VA is looking for a Procurement Specialist, to provide coverage for 6-12 weeks, with the possibility of extension. This role will be responsible for assisting with procurement policies, ensuring compliance with state regulations, maintaining vendor and contract records, and supporting purchasing activities across multiple departments. This position will be in office Monday through Friday from 8 am to 5 pm and the pay rate will range from $30 to $40 per hour, commensurate with experience.

 

Key Responsibilities

  • Support the organization’s compliance with Virginia’s Public Procurement Act (VPPA) and internal procurement standards.
  • Serve as a resource to internal teams by clarifying purchasing procedures and guiding procurement panels through compliant processes.
  • Prepare and maintain detailed procurement and contract documentation, including agreements, memoranda of understanding, and solicitation files.
  • Assist in drafting, advertising, and managing solicitations such as RFPs, IFBs, and RFQs, including coordinating vendor communications and pre-bid meetings.
  • Negotiate contract terms and conditions in collaboration with internal stakeholders and vendors.
  • Monitor contract timelines, renewals, and performance, ensuring vendor compliance and timely delivery of goods and services.
  • Provide updates to internal communication channels and websites regarding active procurement activities and awards.
  • Stay current on industry best practices, policy updates, and statutory requirements affecting procurement operations.
  • Serve as a backup for other procurement and general services functions as needed.

 

Required Knowledge, Skills, and Abilities

  • Strong understanding of the Virginia Public Procurement Act (VPPA) and state procurement systems.
  • General knowledge of purchasing practices, solicitation methods, and contract administration.
  • Familiarity with standard office procedures, record management, and financial documentation.
  • Excellent organizational and communication skills with strong attention to detail.
  • Ability to perform accurate numerical calculations and analyze bid or proposal data.
  • Proficiency with Microsoft Office applications and electronic procurement platforms.
  • Strong interpersonal skills for effective collaboration with colleagues, vendors, and contractors.

Education and Experience

  • Associate’s degree in business administration, procurement, or a related field required; bachelor’s degree .
  • Moderate experience supporting a public-sector procurement office or equivalent environment with exposure to VPPA requirements.
  • Certification as a Virginia Contracting Officer (VCO) or equivalent credential required (or ability to obtain within a specified timeframe).
