GENERAL STATEMENT OF JOB DUTIES


The Procurement Program Manager is an advanced-level role responsible for overseeing high-value and complex procurement activities and managing post-award contract administration in compliance with local, state, and federal regulations (including FTA guidelines). Reporting directly to the Director of Procurement and Contract Administration, this position provides strategic guidance on solicitations, conducts contract negotiations, and serves as a mentor to other procurement staff. Working in close partnership with the Director, the Procurement Program Manager ensures the agency's procurement activities align with GoTriangle's mission, deliver cost-effective solutions, and maintain robust compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Illustrative Duties:


  • Manage complex procurement processes for high-value or multi-year contracts, including developing solicitations (RFPs, IFBs, RFQs), evaluating bids, and making award recommendations.
  • Collaborate with internal stakeholders to understand project requirements, timelines, and budget parameters, ensuring procurement activities support the agency's operational objectives.
  • Oversee post-award contract administration for assigned projects, ensuring vendor performance meets established terms, service quality, and regulatory requirements.
  • Maintain comprehensive procurement documentation to ensure transparency and readiness for audits and reviews, including FTA triennial reviews.
  • Prepare procurement status reports, contract performance summaries, and cost-saving analyses for the Director and senior management.
  • Track key performance indicators (KPIs) and metrics related to procurement timelines, vendor performance, and regulatory compliance.
  • Contribute to the agency's strategic planning by providing data-driven insights and recommendations for future procurement initiatives.
  • Apply advanced knowledge of applicable regulations such as those regarding FTA and FAR to ensure continuous adherence to local, state, and federal rules.
  • Provide day-to-day guidance, coaching, and support to procurement staff, fostering professional development and improving overall team capabilities.
  • Assist in onboarding and training new staff, promoting a collaborative culture of continuous improvement, efficiency, and compliance.
  • Implement procurement policies and procedures established by the Director of Procurement and Contract Administration, identifying areas for refinement and suggesting process enhancements.
  • Monitor industry's best practices and emerging trends, recommending innovations that improve cost efficiency, reduce risk, and increase transparency.
  • Build strong working relationships with vendors, contractors, and internal departments, addressing issues promptly and maintaining positive partnerships.
  • Represent the Procurement Department in meetings with internal and external stakeholders, presenting procurement updates and project progress as necessary.
  • Other duties as assigned.



MINIMUM QUALIFICATIONS AND REQUIREMENTS


Education and Experience:


  • Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
  • Minimum of five (5) years of progressively responsible experience in procurement and contract administration, ideally within a public agency or government setting.
  • Demonstrated track record managing complex or high-value solicitations, with a solid understanding of federal (FTA, FAR) regulations and state/local procurement requirements.
  • Strong negotiation, communication, and organizational skills, with the ability to oversee multiple projects simultaneously while maintaining attention to detail.
  • Experience using procurement and contract management software; familiarity with MS Dynamics 365 and/or eBuilder is a plus.
  • Professional certifications such as Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (C.P.M.) .
  • Proven ability to mentor and guide procurement professionals, fostering an environment of professional growth and adherence to best practices.
  • Certified Local Government Purchasing Officer (CLGPO) is not required but may be pursued within one year of hire in coordination with agency goals.


An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.


Working Conditions:


Works in an environment where there is minimum exposure to dust, noise, or temperature. Work is normally performed in a typical interior office work environment. Other working conditions may require; precise hand/eye coordination, basic keyboarding and other repetitive motions, operation of vehicles, lifting/pushing objects weighing up to or over 10 pounds. None of very limited physical effort required and none or very limited exposure to physical risk.


Physical Requirements:


Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
