Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and administering the funding of emergency services for people experiencing homelessness to provide oversight and accountability. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Crisis response includes services that support those who are not yet in permanent housing such as: Emergency shelter, Transitional Housing, Tiny Home Villages, Rapid Re-Housing, Day Centers, and Severe Weather shelter.



Team Overview

The Programs Departmentis responsible formanaging homelessness services contracts, conducting procurements for homelessness services in King County, administering the Coordinated Entry System, fulfilling the functions as the Continuum of Care Lead Entity, and overseeing the activation ofincreasedhomelessness services capacityduring emergencies, such as severe weather. TheProcurementManagerserves in a leadership capacity on this team and managesKCRHAs procurement processes.



Role Description

TheProcurementManager serves as a team leader, overseeing the daytoday procurement functionsat the King County Regional Homelessness Authority.TheProcurementManagerensures that all procurementscomply withCounty,State, and Federal regulations. This position confers with all divisions todeterminecontractneeds,legalrequirements, specifications, andcompliantprocurementexecution.



Accountabilities

  • Supervise and mentor the ProcurementTeam,byestablishingwork goals andobjectives, ensuring professional development, performance reviews, and,asneeded,disciplinary activities.
  • Provide vision and leadership to continually improve the effectiveness, efficiency, andequitableoutcomes of KCRHA procurement processes within the limits of local, state, and federal laws and regulations.
  • Create and update writtenprocurement materials, including standard operating procedures,employee onboarding and training materials,ratertrainings,and the procurement manual.
  • Liaise closely within the Programs Department and with thePlanning, Finance, and Complianceteamsto ensure KCRHAis creating andmaintainingefficient, effective, and easy to understandprocurement and contracting processes that are focused on ease of use from the contractor perspective.
  • Lead cross-departmental collaborationon all processes thatcomprisethecontracts lifecycle, includingaward negotiations,contractdevelopmentandcomprehensive monitoring.
  • Confer with KCRHA divisions todetermineprocurement needs;assistdepartmentin developing specifications, vendor qualifications, cost price analysis, andscopes of work.
  • Overseeprocurementsfor homeless crisis response services contracts:developprocurementstrategies;collaborate with Programs Department staff towrite and edit scopes of work;determinethe approach to use in structuring the RFPapplication questions and ratingcriteria; andtrain, orient, andfacilitateprocurement rater panel discussions.
  • Support the development and implementation of training for all staff and partners involved in procurement to improve quality and consistency, specifically procurementlaws,policies,andprocedures.
  • DevelopexpertiseinKCRHAscontracting and procurement system, Salesforce, andsupport changes and modifications to enhance all phases of thecontractslifecycle.
  • Attend and make presentations at public symposiums/training meetings.
  • Perform other duties as assigned.

Minimum Requirements

  • Fluency in equity and racial justice concepts and , understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
  • 5+ years of relevant work experience in government or non-profit sectors.
  • 2+ years of project management experience.
  • Advanced knowledge of the principles and techniques ofpublicprocurement, RFP procedures, and bid selection processes.
  • Experience managingprocurement processesfor the awarding of public funds (including research money)
  • Knowledge of County, State, and Federal laws, and regulations pertinent to procurement
  • Skill in the preparation, administration, and awarding of high-value contracts resulting from bids, RFPs, requests for qualifications, and requestsfor quotations.
  • Skill in managing the preparation of bids/proposals issued in a large-scale central procurement arrangement for a large organization.
  • Knowledge of the principles and practices of supervision and management.
  • Skill in team leading and making public presentations.
  • Ability tointerface effectively withKCRHA senior management and funding partners.
  • Long-range planning skills, coordinationskillsand budget development skills.
  • Skill in understanding political situations.

Additional Requirements

  • Experience with government and community stakeholders in King County
  • Valid Washington State Driver's License
  • Ability to travel up to 10%, in state and out-of-state
  • Ability to provide and accept feedback
  • Experience with Salesforce,Agiloft, Icertis, or similarprocurement andcontractinglifecycle management software
  • Ability to provide engaging training and/or technicalassistancewith diverse groups using adult learning approaches
  • Ability to work in and across several communication platforms, including social networks and cloud-based systems
  • Must be able to lift up to 15 pounds at times
