Job Description\n\nCCL Global is supporting a major public sector organisation in the search for an experienced Procurement Manager to join a high-profile commercial team on an interim basis.\n\nThis role will support senior commercial leadership across the full procurement lifecycle, from pre-procurement planning through to contract award and handover. The successful candidate will play a key role in developing procurement strategies, managing procurement activities, ensuring governance compliance, and supporting business-critical commercial decisions.\n\nLocation: Primarily remote, with occasional travel to London for team meetings.\n\nContract: 6 Months (Inside IR35)\n\nKey Responsibilities\n\n * \n\n Support the Commercial Lead across procurement delivery, governance, and commercial activities.\n\n * \n\n Develop procurement strategies, sourcing plans, routes to market, and procurement timetables.\n\n * \n\n Conduct market analysis, supplier engagement, and options appraisals to inform procurement decisions.\n\n * \n\n Maintain procurement and delivery risk registers, identifying risks and mitigation strategies.\n\n * \n\n Prepare and manage procurement documentation including Statements of Requirement, ITTs, evaluation methodologies, bidder guidance, contracts, and schedules.\n\n * \n\n Draft transparency notices and ensure compliance with PCR 2015 and the Procurement Act 2023.\n\n * \n\n Support business case development and present commercial recommendations to stakeholders and governance boards.\n\n * \n\n Manage compliant procurement exercises, supplier engagement, negotiations, and commercial due diligence activities.\n\n * \n\n Support contract award, mobilisation, and handover to contract management teams.\n\n * \n\n Maintain procurement records and e-sourcing data within Jaggaer or similar systems.\n\nKey Requirements\n\n * \n\n Minimum 2 years' procurement experience within a UK public sector environment.\n\n * \n\n Active SC Clearance.\n\n * \n\n Experience developing procurement strategies and identifying compliant routes to market.\n\n * \n\n Experience leading procurement exercises through frameworks, DPS arrangements, and competitive tenders.\n\n * \n\n Strong knowledge of PCR 2015 and the Procurement Act 2023.\n\n * \n\n Experience undertaking market engagement and supplier consultation activities.\n\n * \n\n Ability to work within multidisciplinary teams and influence stakeholders at all levels.\n\n * \n\n Experience drafting tender documentation, contracts, evaluation criteria, and procurement reports.\n\n * \n\n Experience using Jaggaer or similar e-procurement platforms.\n\n * \n\n Strong communication, stakeholder management, organisational, and commercial skills.\n\n * \n\n Experience supporting complex or high-value public sector procurements is desirable.\n\n * \n\n CIPS or equivalent procurement qualification is advantageous
