Procurement Analyst (IT Strategy & Projects) in Phoenix

We are seeking a highly skilled Procurement Analyst to lead end-to-end procurement activities for complex IT projects. This role requires a strong blend of procurement strategy, technical knowledge, and project management expertise, with a focus on software ecosystems and enterprise IT solutions.

Key Responsibilities:

• Lead strategic sourcing initiatives for complex IT projects including Cloud Infrastructure, SaaS, Data Center Hardware, and Managed Services
• Serve as the procurement lead for cross-functional technical projects, ensuring timelines and stakeholder requirements are met
• Manage the full RFI, RFQ, and RFP lifecycle, including evaluation and vendor selection
• Conduct contract negotiations, including pricing, SLAs, and terms & conditions
• Analyze and interpret software licensing models and entitlements to optimize cost and ensure compliance
• Collaborate with stakeholders to align procurement timelines with technical project delivery
• Ensure adherence to procurement policies, regulations, and financial guidelines
• Develop reports and provide data-driven recommendations to leadership

Required Skills:

• IT Asset Lifecycle & Licensing Expertise (SaaS, PaaS, IaaS models)
• Strong negotiation experience with high-value IT contracts
• Experience managing complex RFP/RFQ processes
• Strong financial and data analysis skills, including TCO and ROI analysis
• Ability to manage multiple projects and stakeholders simultaneously

Required Qualifications:

• Minimum 3+ years of experience in IT software procurement
• Experience working with enterprise IT vendors and contracts
• Strong understanding of procurement processes and lifecycle

Skills:

• Experience with Cloud platforms (AWS, Azure, Google Cloud)
• Prior experience in public sector or government procurement
• Experience designing and managing Service Level Agreements (SLAs)
• Knowledge of market benchmarking tools (e.g., Gartner, Forrester)
• Experience with license optimization and audit support
