Job Title: Pre-Construction Manager / Estimator – Multifamily & Mixed-Use
Location: Tarrytown, NY (Greater NYC / Hudson Valley Area)
Salary Range: $140K-$175K
Employment Type: Full-time, exempt
Reports To: Director of Pre-Construction or VP of Development
Company Overview
Our client, a fast-growing developer of multifamily and mixed-use properties in the New York region, is seeking a high-caliber Pre-Construction Manager/Estimator to join their in-house development team and support a robust pipeline of projects.
Role Summary
The Pre-Construction Manager will lead the early phases of the client’s multifamily/mixed-use development projects — conceptual budgeting, cost estimating, scheduling, procurement strategy, and constructability review — to ensure the projects meet cost, schedule and quality targets.
Key Responsibilities
- Develop preliminary and detailed cost estimates (conceptual, schematic, design-development, construction documents) for the client’s multifamily/mixed-use development projects.
- Build and maintain project budgets and cost models, including quantity take-offs, unit cost metrics, escalation assumptions and contingency logic.
- Create preliminary project schedules (major milestones, critical path, procurement/long-lead items) and align schedule assumptions with cost models.
- Conduct constructability reviews and value engineering: review drawings/specifications, interface with design/architecture/engineers, identify cost/schedule risks and opportunities.
- Solicit, review and manage trade contractor bids and supplier pricing, prepare bid-tabs and make award recommendations.
- Develop procurement/purchasing strategy for long-lead items, equipment and materials specific to multifamily/mixed-use (e.g., elevators, façade systems, amenity fit-out).
- Coordinate with the client’s development, design and construction teams to ensure seamless hand-off from preconstruction into construction execution.
- Present estimate, budget, schedule and procurement strategy to senior leadership; highlight risks, assumptions and variance exposures.
- Maintain historical cost databases and lessons-learned logs to continuously improve accuracy of future estimates and models.
- Monitor local NY/NJ market cost trends (labor, materials, regulation/permit changes), building codes and zoning impacts for multifamily/mixed-use.
- Build and maintain strong relationships with design teams, trade partners, vendors, and other stakeholders.
Required Skills & Qualifications
- Bachelor’s degree in Construction Management, Civil/Structural Engineering, Architecture or related field (or proven equivalent experience).
- Minimum 8-10 years of experience in pre-construction, estimating or pre-con roles — preferably with multifamily and/or mixed-use development experience.
- Proven track record of cost estimating for multifamily or mixed-use projects (residential + retail/amenity/parking).
- Strong proficiency with estimating tools and take-off software (e.g., On-Screen Takeoff, PlanSwift, Bluebeam) plus Excel modelling skills.
- Demonstrated ability to build preliminary schedules, align cost and schedule assumptions, and integrate procurement strategy into the model.
- Excellent analytical, problem-solving and quantitative skills — able to assess risk, apply contingency logic and manage complexity.
- Outstanding communication skills — able to present cost/schedule/budget information clearly to senior leadership, architects/engineers and trade partners.
- Solid understanding of construction methods, materials, systems (especially residential finishes, façade/envelope, MEP fit-out, podium structures) in the NY/NJ market.
- Experience with solicitation and evaluation of trade/subcontractor bids, vendor qualification, procurement strategy for long-lead items.
- Strong organizational ability, able to manage multiple projects/phases concurrently, work under tight deadlines.
- Familiarity with NY/NJ building codes, zoning/regulation issues, and market cost drivers.
- Valid driver’s license and willingness to travel occasionally to job sites within the region.
/ Nice-to-Have
- Master’s or advanced certification in construction management or estimating.
- Professional certifications (e.g., Certified Cost Estimator/Analyst (CCEA), PMP).
- Experience with BIM/3D model quantity take-off and coordination.
- Experience with mixed-use developments (residential + retail + office/parking) or podium construction.
- Prior experience working on development-side (rather than only GC side) role, familiar with a developer mindset (cost-control, schedule constraints, value engineering).
- Proficiency with scheduling software (e.g., Primavera P6, MS Project) and construction management platforms (e.g., Procore).
