Preconstruction and Engineering Manager

Job DescriptionJob DescriptionWe are currently recruiting for a hands-on and experienced Preconstruction & Engineering Manager to lead our Planning & Engineering department based in Rocklin, CA. This individual will oversee the entire preconstruction process from technical scope development to estimating, engineering coordination, consultant management, subcontractor bidding, and permitting. This is a high-impact leadership position for someone who understands the technical and operational sides of delivering successful construction projects.
This role will directly manage a technical team, including Project Development Engineer and Project Engineer, while collaborating closely with Sales and Operations teams to ensure successful project development, proposal delivery, and seamless transition to construction. A strong understanding of general construction is essential.
Key Responsibilities
•Lead the preconstruction phase for EV charging, solar, BESS, LED lighting and general electrical and construction projects
•Review and approve scopes, sketches, preliminary designs, and cost estimates
•Coordinate with and manage third-party engineering consultants and internal team deliverables
•Oversee estimating workflows, bid solicitation, subcontractor comparisons, and pricing strategy
•Collaborate with Sales to define project scope, support proposal development, and provide engineering guidance
•Work with Operations to align budgets, construction methods, and value engineering opportunities
•Maintain project timelines for permit submission, utility interconnection, and SGIP compliance
•Track and adapt to changes in building codes, permitting practices, and utility regulations
•Develop and enforce internal technical standards, processes, and tools to ensure consistency and efficiency across all projects
•Mentor, manage, and grow internal engineering and preconstruction talent

Required Qualifications
•Bachelor’s degree in engineering, Construction Management, or related field
•5–8+ years of experience in general construction, electrical, solar, lighting or EV infrastructure projects
•Strong understanding of general contracting, site logistics, civil coordination, and construction sequencing
•Proven experience managing pre-construction processes and technical teams
•Strong understanding of estimating principles, subcontractor bid analysis, and vendor management
•Familiarity with SGIP, permitting, Title 24, NEC, and utility interconnection processes
•Proficiency in tools such as Bluebeam, AutoCAD (markups), Excel, Helioscope, ETB, McCormick Estimating Software, HubSpot, and Procore
•Ability to read and review MEP drawings, construction plans, and single-line diagrams
•Excellent organizational and communication skills with experience in cross-functional collaboration
