About the Role\nAn opportunity has arisen for an experienced and driven Pre-Construction Manager to join a specialist fire safety organisation operating within the social housing sector, delivering M&E active fire solutions across the UK.\n\nThe business works closely with housing associations, local authorities, and property owners to support the delivery of compliant, safe, and high-quality fire protection systems within residential environments. This is a key role within the M&E division, supporting pre-construction activity across multiple projects in a fast-paced, collaborative setting.\n\nYou will work closely with estimating, design, commercial, and operational teams to ensure tenders, proposals, and early-stage project planning are delivered accurately and efficiently. While you do not need to be a fire specialist, a solid understanding of M&E frameworks, project delivery, and tendering processes is essential.\n\nThis is a high-performance environment where ownership, accountability, and delivery are core to success, with a strong team ethos and a focus on continuous improvement.\n\nKey Responsibilities\n\n * Lead and manage pre-construction activities across M&E active fire projects\n\n * Review, interpret, and respond to tender documentation and client requirements\n\n * Coordinate with estimating, design, commercial, and operational teams\n\n * Develop and submit competitive, high-quality tender bids and proposals\n\n * Identify risks, opportunities, and value engineering options early in the process\n\n * Support project handovers from pre-construction to delivery teams\n\n * Build and maintain strong relationships with clients, consultants, and stakeholders, particularly within social housing frameworks\n\n * Ensure compliance with relevant frameworks, standards, and internal processes\n\n * Contribute to continuous improvement across pre-construction processes\n\nRequirements\n\n * Proven experience in a pre-construction, bid, or project management role within M&E or construction\n\n * Strong understanding of M&E frameworks, tendering processes, and project lifecycle\n\n * Experience working within social housing, public sector, or framework-based environments is highly desirable\n\n * Ability to manage multiple bids and deadlines simultaneously\n\n * Excellent communication, coordination, and stakeholder management skills\n\n * Commercial awareness and attention to detail\n\n * Proactive mindset with a strong sense of ownership and accountability\n\n * Team player who thrives in a collaborative, fast-moving environment\n\nDesirable\n\n * Experience within fire protection systems or active fire projects\n\n * Background working with Tier 1 contractors or structured framework agreements\n\n * Familiarity with design & build (D&B) environments\n\nWhat’s on Offer\n\n * Competitive salary up to £70,000\n\n * Opportunity to work on meaningful projects within the social housing sector, contributing to safer living environments\n\n * UK-wide project exposure\n\n * Collaborative and supportive team environment\n\n * Clear scope for impact and progression\n\n * Fast-paced culture where initiative and delivery are highly valued\n\nHow to Apply\nIf you’re an experienced pre-construction professional looking to take the next step in a dynamic M&E environment with strong social purpose, please apply with your CV and relevant experience
