Role: Permit-to-Work Coordinator
Location: Site Based in Rotterdam, The Netherlands

Shift Pattern: 5 days per week, 10 hours per day – 100% Site Based

JOB DESCRIPTION

Reports to the EHS Manager of the project and is part of the EHS team.
-
Acts as the focal point for all work activities involving permit coordination of the HyCO4 CCS project.

Supports implementation of the Permit to Work (PTW) system in line with project safety and compliance policies, procedures, and forms.

Provides guidance to project and contractor personnel on completion of appropriate permits to perform work.

Possesses skills in reviewing Job Safety Analysis (JSA), understanding HAZID, Lock-Out-Tag-Out (LOTO), and all safety-related policies and procedures.
Responsibilities:
-
Familiar with all applicable policies and procedures associated with performing any work (crane lifting/rigging, mechanical isolation, LOTO, JSA, etc.).

Performs onsite audits to ensure compliance with PTW and all applicable policies, procedures, and regulations.

Ensures permits are closed out and appropriate document filing and retention controls are followed.

Keeps supervision advised of any safety, environmental, or other compliance issues related to permitting.

Ensures suitable display of permits.

Communicates effectively with EHS Manager, Construction Manager, project team members, and contractors regarding critical and potential impacts on project activities.

Participates in SIMOPS meetings for all project activities.

Identifies hazards and risks associated with job sites and work tasks, recommending mitigations to reduce residual hazards.

Ensures adequate supplies of permits; monitors and controls locks, keys, and associated devices for performing isolations.

Maintains appropriate level of training to administer PTW process and may perform PTW training.

Engages in all procedures related to PTW system operation and responsibilities.

Ensures all PTW users meet minimum competency levels.

Participates in Incident and Emergency Management drills and event investigations.
Qualifications:
-
Education/Certifications: NEBOSH degree preferred or relevant PTW process experience.
-
Experience: Minimum six (6) years in project construction, commissioning, and startup in oil & gas or petrochemical facilities; at least ten (10) years in construction projects.
Skills:
-
Moderate leadership and administrative abilities.
-
Strong operational knowledge of construction projects and equipment.
-
Ability to coordinate multiple activities and understand their impact on other project areas.

Thorough understanding of regulatory requirements for first line break, hot work, cold work, confined space, LOTO, JSA, etc.
-
Ability to adapt to changing conditions and make decisions with minimal supervision.
-
Good communication skills to interact with company and contract personnel.
-
Positive, open-minded, self-motivated, and prompt in work execution.

Strong planning and organizational skills.

Conscious of Quality, Health, Safety, Security, and Environment issues, attending meetings and maintaining daily communication with project team.

Proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).

Work Conditions:

Work performed in a chemical/oil & gas plant environment on a construction site.

Duties require standing, walking, sitting, climbing stairs, working at heights, balancing, stooping, kneeling, crouching, talking, hearing, smelling, typing, and writing.

Work conducted indoors and outdoors, exposed to year-round weather conditions and noise. Significant outdoor activity involved.
