Program Manager
OTA Government Project

Leonard Workforce Solutions is conducting a confidential search for a Program Manager in Tucson, Arizona supporting a high visibility Department of Defense initiative operating under an Other Transaction Authority agreement.
This role is ideal for an experienced defense program leader who understands government contracting environments and thrives in a compliance driven manufacturing setting.
About the Role
The Program Manager will serve as the primary liaison between the organization and government stakeholders. This individual will be responsible for overseeing contract compliance, milestone execution, financial tracking, reporting requirements, and cross functional coordination to ensure successful project delivery.
Key Responsibilities
• Serve as primary point of contact with government representatives and consortium leadership
• Ensure all OTA agreement requirements, milestones, and reporting obligations are met
• Manage technical and financial reporting submissions
• Track cost, schedule, and technical performance metrics
• Oversee invoicing, funding drawdowns, and cost documentation
• Maintain compliance with FAR, DFARS, ITAR, CUI, and related defense regulations
• Coordinate internal teams across engineering, manufacturing, procurement, and accounting
• Identify and mitigate schedule, regulatory, and technical risks
• Provide executive level updates to senior leadership
Qualifications
Required
• Bachelor’s degree or equivalent professional experience
• Experience managing Department of Defense programs
• Strong knowledge of DOD contracting frameworks including OTA, FAR, and DFARS
• Experience working in ITAR controlled or regulated environments
• Program or project management experience in a manufacturing or defense setting
• Strong financial oversight and reporting experience
• Excellent written and verbal communication skills
• Experience within the Defense Industrial Base supply chain
• Experience managing prototype or production ramp up programs
• Formal project management certification
Work Environment
• Primarily office based with collaboration across manufacturing operations
• Position requires access to ITAR or EAR controlled technical data
• Candidates must be authorized to access such information
