Job Summary


B&A is seeking a highly motivated Operations Manager Deputy (OMD), Journeyman to join our team supporting Navy programs. With a strong history of providing best-in-class service, B&A delivers innovative solutions to complex technical and program management challenges. The OMD acts as the deputy lead and administrator for the contracted effort, serving as the primary interface with Government stakeholders and ensuring successful program execution.


Responsibilities

  • Serve as deputy overall lead, manager, and administrator for assigned programs and projects.
  • Act as the primary interface and point of contact with Government program authorities on technical, programmatic, and project-related issues.
  • Oversee contractor execution of contract requirements and deliverables.
  • Manage acquisition and employment of program/project resources, ensuring efficiency and compliance with Navy and DoD standards.
  • Lead and coordinate teams supporting Navy IETM (Interactive Electronic Technical Manuals), Planned Maintenance, and Automated Logistics systems development and sustainment.
  • Provide expertise in Defense Acquisition management, applying knowledge of DoD 5000 series policies, procedures, and best practices.
  • Support strategic planning, project execution, and performance management across Navy acquisition programs.
  • Ensure clear, timely, and effective communication with both internal teams and external stakeholders.

Education and Experience

  • BA/BS degree in Business, Engineering, or Technical Discipline
  • Minimum of seven (7) years of professional Defense Acquisition experience, including at least three (3) years supporting Navy Acquisition management.
  • At least four (4) years of experience leading teams supporting Navy IETM, Planned Maintenance, or Automated Logistics systems development and sustainment.

Required Skills

  • Project Management Institute (PMI) Project Management certification
  • Agile Software Development/Management certification, or accredited college agile project management certification.
  • Demonstrated knowledge of acquisition policies and procedures, with experience applying requirements of the DoD 5000 series
  • Excellent verbal and written communication skills.
  • Ability and willingness to travel.

Desired Skills

  • Master’s degree in Business Administration, Engineering, Project Management, or related field.
  • Proven ability to manage large-scale, complex defense acquisition programs.
  • Experience with Agile and hybrid project management methodologies in Navy environments.
  • Strong leadership and team management skills with demonstrated success in cross-functional collaboration.
  • Familiarity with digital transformation and modernization initiatives in Navy acquisition or logistics systems.
  • Ability to identify risks, develop mitigation strategies, and ensure program success in high-stakes environments.

  • Current DoD Secret Security Clearance
