This project will assess and enhance the Internal Security Forces (ISF) vehicle fleet in order to recommend fleet standards to the ISF, balancing the need to meet security demands. This includes evaluating and optimizing the operational effectiveness of vehicle categories and standardizing fleet specifications to streamline operations, improve functionality, maintain safety, and reduce costs.
The mechanical engineer’s role is to assess the vehicles’ mechanical systems performance and efficiency and evaluate the advantages for both the traditional and electric/hybrid vehicles. The main responsibilities are:
- Assess from the mechanical engineering perspective the general technical needs for developing and enhancing the ISF law enforcement and corrections vehicle fleet.
- Evaluate vehicle mechanical performance and durability, including engine, cooling systems, framing structure integrity, energy management, drivetrain, suspension, transmission, chassis, braking systems, etc.
- Analyze the wear and tear of vehicle components, recommend material upgrades, and improve the maintenance procedures to maximize the vehicle lifespans.
- Assess the ability of ISF mechanics to effectively maintain vehicles, given supply chain challenges and electrical power limitations in Lebanon.
- Ensure compatibility with police operation demands.
- Ensure the vehicle mechanical systems meet the safety rules and standards.
- Evaluate the conditions of wiring, lighting, communication devices, cameras, sensors, and automated features.
- Ensure all electrical components comply with modern policing requirements.
- Ensure the vehicle electrical systems meet the safety rules and standards.
- Assess and recommend upgrades to the law enforcement and corrections fleet management and onboard software.
- Provide a cost-benefit analysis to determine the best type of vehicle for police and prisoner transport tasks. Analysis should compare gasoline, diesel, hybrid, and electric options.
Requirements:
- SMEs must be employed in the respective lines of work for which they are being considered (i.e. police expert, engineer, etc.), or be recently retired/separated within the last five (5) years.
- Excellent verbal and writing skills. Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. .
- Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country ).
- Good health and be able to pass requisite physical, medical and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months.
- Valid U.S. passport (for non – U.S. , valid passport from their country of citizenship) for at least six months at all times.
- The ability and willingness to train other individuals in their area of expertise, as needed.
- Unblemished background.
Minimum Qualifications:
- Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field of expertise;
- Five (5) to nine (9) years’ work experience;
- Five (5) to eight (8) years of experience within police vehicle fleet assessment, analysis, and improvement, law enforcement.
Requirements:
- Experience working overseas;
- Experience working with INL;
- Experience working in an Embassy environment;
- Demonstrated experience and familiarity with U.S. Government contracting processes and procedures;
- Police consultancy experience; and
- Knowledge in Arabic (for overseas experts) and French .
