FUNCTIONS OF POSITION:
Promotes and creates operational effectiveness and efficiencies in assigned areas to improve financial performance
- Directs and maintain a comprehensive material distribution and receiving program for Hospital and its clinics.
- Determines quality, business and operational measurement criteria to monitor performance
- Ensures compliance with all regulatory bodies with jurisdiction over assigned areas
- Establishes and implements departmental and organization goals, objectives, policies and operating procedures
- Develops and manages the annual budget for Materials Management and Print Shop
- Acts as negotiator between the organization and suppliers for contracted services and procurement of supplies, equipment, service agreement, including construction projects and software license agreements.
- Assures a data base is kept of all contracts, to include responsible department, beginning and ending dates, auto renewal information. Assures notices are sent out accordingly to departments.
- Institutes processes to assure the MMIS system is current and correct.
- Reviews and verifies payroll.
- Participates in committees as directed, to include but not limited to Value Analysis, Safety and Infection Control.
- Determines and maintains a mechanism/process for price comparison and purchasing quality/contracted items at the lowest possible price
- Works effectively with other staff and physicians to manage cost utilization and standardization of physician preference items.
- Institutes performance improvement techniques to reduce supply and inventory overall costs (to not only include the product cost, but the entire logistical cost)
- Reviews all requests for medical equipment, capital, service agreement, software license agreement, furnishings, supplies and other items to assure that requisitions are accurate, contracted vendor utilized, standardization met.
- Consults with department heads to resolve discrepancies or to assist them in preparing requisitions for special items.
- Analyzes market conditions and statistical data, interview suppliers, researches GPO (Group Purchasing Organization) contracts, and collaborative group to obtain additional proposals and information on needed items.
- Directs the preparation and placement of purchase orders to suppliers.
- Signs and approves all LOC (letters of commitment), within the GPO contract module, enrolls the Hospital into the correct Tier, and assures the pricing then is loaded and maintained into the Hospitals MMIS system (currently Premier MMIS system).
- Works with Facilities on construction projects, to assure they have the needed information for contractors to utilize our GPO construction contracts.
- Directs periodic inventories as appropriate
- Examines inventory records for accuracy and assures adherence to inventory control procedures
- Updates all Materials Management internal and external policies on a yearly basis. This is done for Print Shop also.
- Reviews records of purchases made over specific periods of time to determine methods of improving procurement procedures.
- Assure efficient and effective distribution to all on-site and off-site departments.
- Evaluates contracts and bids, on a continuing basis.
- Assure tracking and record keeping is up-to-date on all medical recalls for the Hospital and clinics. Maintains permanent records of all such recalls
- Assures that the GPO pricing and collaborative pricing in our MMIS system is accurate, all commitment forms are done in a timely manner.
- Creates, promotes and maintains a positive work environment for all staff.
- Responsible for successful training of Materials Management Staff, Print Shop
- Responsible for training other staff, utilizing the Premier MMIS system
QUALIFICATIONS:
Bachelor’s Degree , in logistics, healthcare, operations management or related field, or 5-7 years’ experience in healthcare materials management leadership role.
SPECIAL:
Ability to analyze and interpret complex contracts, legal aspects of contracts, and obtain revised agreements
- Ability to communicate proposals, plans and status to others ( staff, vendors, physicians)
- Ability to handle conflict management and tense situations with diplomacy and tact.
- Ability to create and present well-organized reports/plans/ideas and other information to various levels of leadership
- Ability to develops statistical analysis, into meaningful date for decision making
- Excellent Computer skills, to include but not limited to: Excel, Word, Add-Ins, etc.
- Familiar with Vizient Contract System, Enrollments
- Familiar with MSS Collaborative group
- Excellent negotiating skills
- CMRP Certification (Certified Materials and Resource Professional) is a plus
