Position Summary

The Manager, Workforce Planning & Talent Technology plays a vital role in advancing the University of Maryland Medical System’s talent strategy through two key focus areas: workforce planning and talent technology administration. This role is responsible for leading system-wide workforce forecasting and headcount planning while also serving as the functional administrator for the Phenom talent acquisition platform.

The manager collaborates with Talent Acquisition, HR, IT, Finance, and Operational leaders to align workforce planning efforts with business goals and ensure that talent technology supports a scalable, data-informed recruiting strategy.

Key Responsibilities

Workforce Planning & Forecasting

  • Lead the development of short- and long-term workforce plans to inform recruitment strategy and organizational growth
  • Collaborate with HR, Finance, and Operational leaders to model headcount, assess talent supply and demand, and support budget planning
  • Monitor workforce trends and identify risks in critical role pipelines
  • Support scenario planning for new programs, facilities, and care delivery models

Talent Technology Administration

  • Serve as the primary system administrator for UMMS’s Talent Acquisition platform (ATS, CRM, Career Site, Preboarding)
  • Configure workflows, manage user permissions, maintain data structures, and oversee system updates and testing
  • Partner with IT, HRIS, and Phenom support teams to troubleshoot issues and drive enhancements
  • Train recruiters and hiring leaders on functionality to ensure strong adoption and consistent usage
  • Act as a liaison between the TA team and enterprise HR analytics to ensure data integrity and alignment across platforms

Reporting & System Insights

  • Build and maintain dashboards within the system to monitor recruiting activity, pipeline health, and system usage
  • Develop reporting tools that support team performance reviews and operational decision-making
  • Collaborate with HR Analytics to ensure accurate and consistent data flows into enterprise reporting

Strategic Partnership & Process Optimization

  • Partner with HRBPs, Talent Acquisition leadership, and Operational stakeholders to embed workforce planning into annual and long-term planning cycles
  • Identify opportunities to optimize recruiting workflows, automation, and candidate experience through Phenom
  • Serve as a thought partner to TA leadership in improving recruitment efficiency and strategic alignment

Qualifications

Qualifications

  • Bachelor’s degree required; Master’s degree in Business, HR, Analytics, or related field
  • 5+ years of experience in workforce planning, talent acquisition, talent operations, or talent technology administration
  • Demonstrated experience administering a recruiting platform
  • Strong understanding of recruiting workflows, headcount planning, and talent metrics
  • Experience working with or within healthcare organizations strongly
  • Proficient in creating dashboards and system-level reporting tools
  • Excellent communication and training skills; able to engage both technical and non-technical audiences
  • Strong project management and cross-functional collaboration abilities

  • Pay Range: $88,691 - $133,120
