Summary:
Founded by legendary aircraft designer Burt Rutan, Scaled Composites is a 40-year-old aerospace company continually working to push boundaries, prove out ideas, and influence the future. We are a rapid prototyping and manufacturing facility, designing, building, and testing proof-of-concept and prototype vehicles. We have flown an average of one new aircraft type per year over our 40+ year history such as Proteus, GlobalFlyer, SpaceShipOne, Model 401, and Stratolaunch.
Scaled Composites is seeking a manager for the program business management department to join our team of qualified, diverse individuals.
Duties and Responsibilities may include but are not limited to:
- Develop and manage Scaled’s Program Business Management team to ensure projects are resourced appropriately, requirements are met, and customers are happy
- Study each contract to understand the SOW, develop a plan to support the project, assign appropriate resources, and check in regularly
- Engage in resource planning, hiring, coaching, performance feedback and support employee growth
- Support PBM’s at program inception to layout project specific processes in all areas applicable to the program: scheduling, earned value, risk management, scope management, budget management, resource management, etc.
- Understand Scaled’s Operating Principles and ensure program execution aligns with standard practices that support these principles while meeting the contract requirements
- Develop and maintain relationships with customers as needed to assist PBM’s with unique or challenging programmatic circumstances
- Consult with Bids and Proposals as needed to provide accurate basis-of-estimates’, confirm resource requirements are captured and communicated appropriately, and schedules are achievable
- Support the Contracts’ department with negotiations as needed to ensure Scaled can successfully perform to agreed upon requirements
- Represent the PBM group as a liaison with other functional departments to ensure efficient communication and support enable program success
- Maintain visibility of all program’s performance and support program meetings, audits, technical reviews, etc. as needed
- Maintain visibility of all programs funding status and deliver monthly spend plans for all programs
- Maintain visibility of all programs resource requirements and deliver monthly staffing plans for all programs
- Provide other programmatic deliverables as required, including but not limited to: advisory board slides, program performance, forecasts, staffing scenarios, program closeout, etc.
Required Qualifications:
- Exceptional communication skills with a demonstrated ability to work well within a team, concisely and effectively brief management, respectfully engage and manage customer expectations, and mentor other employees
- Exceptional understanding of Scope Management with demonstrated experience executing challenging programs successfully
- Exceptional understanding and experience with earned value management, schedule management, and resource management
- Exceptional ability to develop and analyze data, present findings, and make recommendations
- Exceptional analytical & problem solving skills with proven track-record of good judgement
- The ability to gather data, analyze information, and formulate plans
- The ability to make sound decisions based on the available information.
- The ability to recognize the need to escalate to appropriate subject matter expert or authority
- Exceptional math skills and advanced proficiency with Microsoft Office; Excel, Word, Outlook, PowerPoint, and Project
- Strong background in budget management for various contract types
- Advanced experience with developing proposals and contract negotiation
- Knowledge of accounting principles and ability to accurately represent internal procedures to customers or auditors
- Minimum 5 years’ related experience in business or program management
- DoD Secret Clearance
Qualifications:
- 3 years’ experience in a leadership or management role
- BS in Business Administration / Business Management or related major
- DoD Top Secret Clearance
Essential Job Functions:
- Requires mobility and the ability to bend and reach
- May infrequently require lifting, carrying, pushing, and/or pulling materials weighing up to 30 pounds.
- Manual dexterity and coordination are required; repetitive hand motion (e.g., to operate computer keyboard)
- Vision at close distances and the ability to adjust focus for prolonged periods (i.e., computer screen)
- Ability to remain sedentary or stationary for prolonged periods of time
- Ability to write for extended periods of time
- Ability to work in an office setting for prolonged periods of time
- May be asked to carry up to 20 lbs. up and down a flight of stairs on a regular basis such as files, books, office equipment, etc.
- Occasional reaching overhead and lifting up to 15 pounds
- Ability to converse and communicate information with others
- Occasional exposure to chemical vapors and/or fumes in low non-hazardous concentration
- Potential to climb up and down steps on a daily basis
