Manager, Procurement

Oceaneering’s Aerospace and Defense Technology (ADTech) Businesses integrate advanced robotics, precision manufacturing, and autonomous technologies with full lifecycle engineering to ensure reliable performance from subsea to space.  Oceaneering Space Systems (OSS) is a business within ADTech that specializes in thermal protection solutions, flight-certified hardware and softgoods, space mission design, life support systems, and related technologies designed for the rigors of human spaceflight and robotic missions. 

The Oceaneering Space Systems (OSS) Procurement Manager is responsible for leading all procurement and purchasing activities in support of a manufacturing and engineering business that acquires raw materials, commercial off-the-shelf (COTS) products, specialized engineered components, and subcontracted services. This role oversees sourcing, supplier management, procurement compliance, inventory planning, and purchasing operations to ensure materials and services are delivered on time, within budget, and in compliance with quality and contractual requirements. 

The Procurement Manager collaborates closely with Engineering, Manufacturing, Quality, Program Management, and Finance to support operational objectives, production schedules, and customer commitments. The position also drives continuous improvement initiatives, supplier performance, cost reduction strategies, and procurement process efficiency. 

Qualifications 

Required 

  • Bachelor’s degree in supply chain management, Business, Engineering, or related field, or equivalent combination of education and experience. 

  • Minimum 10 years of progressive procurement or supply chain experience in manufacturing, engineering, aerospace, defense, industrial, or technical environment. 

  • Minimum 5 years of leadership or management experience. 

  • Experience purchasing raw materials, COTS products, engineered components, and subcontracted services. 

  • Strong understanding of ERP/MRP systems and procurement processes. 

  • Experience reading and interpreting engineering drawings, blueprints, specifications, and technical documentation. 

  • Strong negotiation, supplier management, and analytical skills. 

  • Knowledge of supplier quality systems and corrective action processes. 

  • Strong organizational skills with attention to detail and process discipline. 

  • Excellent verbal and written communication skills. 

  • Proficiency with Microsoft Office applications including Excel, Word, and PowerPoint. 

  • Ability to obtain security clearance 

 

Preferred 

  • Experience supporting government contracts and regulated industries. 

  • Knowledge of FAR/DFAR requirements, CPSR compliance, ITAR, and EAR regulations. 

  • Experience with AS9100 or ISO quality systems. 

  • Professional certifications such as CPSM, CPIM, CSCP, or CFCM. 

  • Experience with Deltek Costpoint or equivalent ERP systems. 

 

 

Supervisory Responsibilities and Reporting Relationship 

  • This position has supervisory responsibilities. 

  • Reports to ADTECH Supply Chain Manager 

 

Working Conditions 

This position is considered OFFICE WORK which is characterized as follows. 

  • Almost exclusively indoors during the day and occasionally at night 

  • Occasional exposure to airborne dust in the workplace 

  • Work surface is stable (flat) 

  • Requires working indoors in environmentally controlled conditions 

  • Job tasks are performed in close proximity to other people

Essential Duties and Responsibilities 

Procurement & Purchasing 

  • Lead all procurement activities for raw materials, COTS items, engineered components, assemblies, and specialized services. 

  • Manage the full procurement lifecycle including requisition review, sourcing, solicitation, negotiation, purchase order issuance, expediting, and supplier issue resolution. 

  • Develop sourcing strategies to ensure continuity of supply, competitive pricing, quality performance, and lead-time optimization. 

  • Identify and qualify primary and alternate suppliers for critical materials and services. 

  • Negotiate pricing, terms and conditions, long-term agreements, and cost reduction initiatives with suppliers. 

  • Oversee procurement of highly technical and custom-engineered products and services. 

  • Review and approve purchase orders within delegated authority limits. 

  • Ensure drawings, specifications, quality clauses, and technical requirements are accurately incorporated into purchase orders. 

  • Monitor supplier market conditions, pricing trends, and supply chain risks to mitigate disruptions. 

 

Planning & Material Management 

  • Collaborate with Planning, Engineering, Manufacturing, and Program Management to forecast material and service requirements. 

  • Ensure efficient and accurate use of ERP/MRP system. 

  • Coordinate procurement priorities to support production schedules and customer delivery commitments. 

  • Assist with logistics, transportation coordination, and material flow optimization. 

 

Supplier Management 

  • Establish and maintain strong supplier relationships to support operational and strategic objectives. 

  • Partner with Quality to qualify suppliers and monitor supplier performance metrics including quality, delivery, responsiveness, and cost. 

  • Lead supplier corrective actions and resolution of non-conformance issues using established corrective action processes. 

 

Compliance & Governance 

  • Ensure procurement activities comply with company policies, customer requirements, and applicable regulatory standards. 

  • Maintain procurement documentation and records in accordance with internal procedures and audit requirements. 

  • Support compliance with government contracting requirements including FAR/DFAR flow-downs, CPSR requirements, and export control regulations where applicable. 

  • Develop compliant procurement files including price analyses, sole source justifications, and supplier evaluations. 

  • Support internal and external audits including CPSR, DCMA, DCAA, ISO, AS9100, or customer audits. 

  • Ensure adherence to applicable ITAR, EAR, and export compliance regulations. 

Leadership & Management 

  • Lead and supervise purchasing staff including planning and managing department workload and priorities.   

  • Provide coaching, mentoring, training, and development for purchasing staff. 

  • Conduct employee performance evaluations and support employee development initiatives. 

  • Drive continuous improvement in procurement processes, systems, and operational efficiency. 

  • Develop and report key procurement and supplier performance metrics.
