POSITION SUMMARY: The Manager, Operations Projects is a seasoned project management professional responsible for driving the successful planning, execution, and completion of multiple concurrent projects in alignment with established methodologies. This role demands expert-level project management skills to mobilize resources, manage timelines, and oversee complex project demands while ensuring efficiency and quality throughout the process.
As a people leader, the Manager, Operations Projects guides and mentors a team of junior project managers, fostering professional growth while ensuring that all projects within the portfolio are delivered on time and within budget. This position requires strategic oversight and hands-on execution, balancing resource management across internal teams, external partners, and third-party contractors or consultants to achieve key objectives.
Additionally, this role supports both tactical and strategic project initiatives, overseeing change management and quality control measures throughout the project lifecycle. The Manager, Operations Projects collaborates closely with the Projects Office to enhance planning and execution methodologies while maintaining accurate and comprehensive project documentation for all assigned initiatives.
Job Duties:
Project Management:
- Consistently and independently produce results (projects completed within scope, on time, and on budget), operating with almost full autonomy, reporting actions taken to management.
- Lead the process to define project scope, goals, and deliverables that support corporate business goals and drivers, assisting other project managers as needed.
- Manage, develop and track full-scale project plans, milestones and associated deliverables on a wide range of concurrent complex projects while following established project methodologies and using GSOC PMO tools. Identify and manage project dependencies and critical path.
- Track project milestones and costs related to capital budget and any project-related third-party agreements with outside vendors or consultants
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans. Manage the integration of project change with GSOC and department's change process.
- Estimate the resources and participants needed to achieve project goals. Work with project owners to delegate tasks and responsibilities to appropriate personnel.
- Identify and resolve issues and conflicts within the project team. Maintain an issues log.
- Develop and implement framework for tracking project activities. Develop and deliver progress reports, proposals, requirements documentation, and presentations. Maintain the document management system repository for project (Project Server)
- Support monthly budget projections by providing input to management and recommend subsequent budget changes where necessary for project.
- Conduct post-project reviews to identify successful and unsuccessful project elements. Share lessons learned with team members, management, and all project managers.
Communication:
- Define project success criteria and disseminate them to all involved parties throughout project life cycle.
- Determine the frequency and content of the project team's status reports, analyze results, and troubleshoot problem areas. Run effective status meetings.
- Develop and maintain relevant project communications and related documentation, including monthly status reports.
- Conduct effective and ongoing communication with project team members, stakeholders, management, and executive staff, tailored to meet specific project and audience needs.
Leadership:
- As required, support the functional and senior managers in negotiating with other department managers to acquire required personnel from within the company.
- Monitor monthly adherence requirements for all approved System Operations projects per the GSOC PMO Lifecycle. Take corrective action with other project managers as needed. These include project charters, executive summaries, functional business requirements, technical design specifications, testing documentation, request for change, and post-project implementation review
- Exercise adequate "emotional intelligence."
- Interact with diverse personalities to achieve desired goal
- Create and maintain "the team", and foster "teamwork."
- Leads and mentors a team of junior Project Management associates
- Develop and implement individual development plans for Project Management associates
- Mentor, motivate, and supervise project team members and contractors, influencing them to take positive action and accountability for their assigned work.
- Lead vendor engagement, negotiation, and contract development efforts
- Complete mid and yearend reviews for his project management associates and or contractor project management staff with review and input from the Director of BOMS
Required Qualifications:
Education: Bachelor's Degree - Project Management or a related field
Experience: Minimum of 9 years direct work experience in project management capacity with a minimum of two years of project management team leadership, including all aspects of process development and execution. Has unique, expert-level knowledge of the System Operations subject matter. Highly experienced with project management software, such as MS Project. Windows database and operating system. Familiar with GSOC procurement/contracting and accounting methods or similar. Capable of managing contractors and monitoring work progress. Technically competent with various software programs, such as MS Project Server. Participates in PMO and special team projects and may serve as project lead for department-led projects. Contribute to developing technical solutions to problems in concert with subject matter experts and the project team. Informally mentors, coaches, and assists junior project management staff. Can conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities. Reacts to project adjustments and alterations promptly and efficiently. Flexible during times of change. Contribute to improving processes, policies, and procedures and contribute to the development of technical standards and best practices. Ability to read and understand the communication styles of team members and contractors from a broad spectrum of disciplines. Persuasive, encouraging, and motivating. Excellent negotiating skills. Ability to elicit cooperation from various sources, including upper management, clients, and other departments. Ability to defuse tension among project team and/or team members, should it arise. Strong written and oral communication skills. Strong interpersonal skills and a relationship builder. Adept at conducting research into project-related issues and products. Innovative. Must adequately learn, understand, and apply new technologies to aid in project or product implementation. Customer service skills are an asset.
Equivalent Experience: A minimum of 11 years of progressive experience in technical and business analytics team leadership and project management utilizing a proven methodology, as well as the abovementioned experience.
Licenses, Certifications and/or Registrations: PMP desired
Skills: Project Management experience with and requirements for Federal contracts, grants, and loans is deemed a plus. Strong customer service skills. Ability to manage various levels of lower level project managers and planning multiple complex projects concurrently using Microsoft Project or some other project management tool. Knowledge of the electric utility industry is a plus.
Position Scope: Manage technical projects for the BOMS Project Management team across GSOC Operations from project kick-off and planning to close-out. Own the development of project planning documentation, project status communication, project results, and all other project-related activities by working alongside the Functional Manager and Project Engineer.
