Job Description:
The Lead DB Engineer will be responsible for leading database design, optimization, and maintenance for the Enterprise Data Base (EDB), ensuring secure, accurate, and high-performance data operations that support eligibility, enrollment, and downstream system integrations. This role provides technical leadership across Oracle-based platforms, guiding database architecture decisions, performance tuning, and data quality practices to support mission-critical workloads.

- Must be able to obtain and maintain a Public Trust clearance
- This position is remote but may require occasional onsite meetings in McLean, VA.
- You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.
Qualifications and Experience:
- Bachelor's Degree in Computer Science, Information Technology, or a related field.
- At least 7 years of experience in database engineering or a related role.
- Strong expertise with Oracle RDS and Oracle database platforms.
- Advanced proficiency in SQL and PL/SQL.
- Extensive experience with stored procedures, functions, and packages.
- Demonstrated experience with indexing strategies, query optimization, and execution plan analysis.
- Experience designing and maintaining materialized views and partitioning strategies.
- Experience supporting ETL and ELT data transformations.
- Experience implementing data validation, reconciliation, and data quality profiling frameworks.
- Experience with schema and metadata management.
- Strong analytical and problem-solving skills.
- Strong attention to detail and commitment to data accuracy.
- Excellent communication skills and the ability to work collaboratively in a team environment.
Responsibilities
Database Architecture and Design Leadership:
- Lead the design and evolution of Oracle database schemas, structures, and data models supporting EDB.
- Define database architecture standards to support scalability, performance, and data integrity.
SQL and PL/SQL Engineering:
- Design, develop, and review advanced SQL and PL/SQL code, including stored procedures, functions, and packages.
- Establish best practices for reusable, maintainable, and performant database code.
Performance Optimization and Tuning:
- Lead query optimization efforts using indexing strategies, execution plan analysis, and performance diagnostics.
- Design and manage materialized views and partitioning strategies to support high-volume and high-concurrency workloads.
Data Transformation and Integration Support:
- Oversee ETL and ELT data transformation processes supporting eligibility, enrollment, and downstream integrations.
- Ensure database structures and transformations support accurate and efficient data exchange across systems.
Data Validation, Reconciliation, and Quality:
- Define and implement data validation and reconciliation frameworks to ensure data accuracy and completeness.
- Lead data quality profiling initiatives and support resolution of data anomalies.
Schema, Metadata, and Governance Management:
- Lead schema and metadata management practices, including versioning, documentation, and traceability.
- Ensure alignment with data governance, audit, and compliance requirements.
Security and Reliability:
- Ensure database security controls are implemented and maintained, including access controls and audit mechanisms.
- Support database reliability, availability, and recoverability in alignment with operational requirements.
Technical Leadership and Collaboration:
- Provide technical leadership and mentorship to database engineers and SQL developers.
- Collaborate with application engineers, integration teams, and stakeholders to align database solutions with system needs.
Documentation and Continuous Improvement:
- Maintain comprehensive documentation for database designs, standards, and operational procedures.
- Continuously improve database performance, maintainability, and operational efficiency.
