Leads land development projects including due diligence, design, entitlement, engineering management, permitting, and scheduling with the purpose of providing a predictable development environment for the Land Development Construction team. Leads a wide range of land development activities from acquisition feasibility support, preliminary layout, and investigation through engineering and ultimately subdivision management.  Capable of leading by example and synergizing with a cohesive project team.  The Land Planning and Engineering Manager is expected to demonstrate the qualities, competencies and collective capabilities identified within Allen Edwin Homes’ Sustainable Competitive Advantage (SCA). 

Results/Accountability:

LEADERSHIP

  • Consistently demonstrate application of the Sustainable Competitive Advantage.
  • Provides team leadership (vertically and horizontally) through effective communication, and clear expectations.
  • Provide an industry leading environment for our AE team, trade partners, and municipal relationships through dependable and effective communication.
  • Ensure direct report(s) competency through continued training, auditing and coaching (Coach for Success).
  • Act with urgency to address high priority issues immediately and respond to secondary priority inquiries within 24 hours.
  •  Ability to take a team posture when assisting others.
  • Flexibility to go above and beyond while using discernment to determine necessity and priority.  
  • Ability to have rigorous (not ruthless) conversations.
  • Demonstrates a high level of understanding a “value of a day” through holding accountability with all projects in accordance with the Construction and Entitlement Schedules.
  • Demonstrates ownership of Department Charters, process, and guidelines.

  • Responsible for ensuring adherence to centralized data management, scheduling, project tracking processes.

PROJECT MANAGEMENT

  • Effectively lead or manage multiple land development projects through various stages of land development.  
  • Ability to organize, prioritize and manage projects independently.
  • Prepares and reviews estimates, proposals, bid packages, contracts, specifications, scope and leads the bidding and awarding process.
  • Demonstrates ability to accurately forecast and produce project deliverables on schedule.
  • Proactive communication and execution to resolve issues before they occur. 
  • Execution of “root cause” trend analysis to provide permanent resolution to issues with communication to the team.  

DUE DILIGENCE

  • Effectively reduces risk through leading feasibility studies on projects including but not limited to planning/zoning, environmental, floodplain, wetland, soils, storm water, public utility and franchise utility availability.
  • Demonstrates ability to add value through site selection and considering site imbedded value characteristics.
  • Attention to detail and ability to identify key metrics in determining land values by identifying site specific nuances, layout efficiency and development of preliminary site development budget estimates.
  • Prepares thorough concept sketches and feasibility details for review with leadership. 
  • Initiate Environmental Site Assessment for project. Deliver key findings to project team and coordinate resolutions to elevated issues with leadership.
  • Delivers land opportunities in accordance with Corporate Charter & 10 Quarter Plan.
  • Discern project constraints, present resolutions, and act with flexibility towards a resolution.

ENTITLEMENT

  • Effectively leads entitlement and site design through zoning, site plan approvals, master planning neighborhoods.
  • Ability to present at municipal meetings and navigate challenging approvals in a public setting while holding a professional character.
  • Demonstrates attention to detail thorough understanding of state and local ordinances for the purpose of navigating compliance and approvals for residential development.
  • Detailed preparation of request for proposals and contracts with consultants and municipalities. Reviews estimates with discernment and sound judgement resulting in added value and demonstrates a healthy “stewardship of resources”.

ENGINEERING

  • Accurately identifies and obtains key project utility needs and lead time permits for development schedule. Effectively leads state and local construction approvals and permitting and accurate delivery in accordance with development schedules.
  • Demonstrates ability to navigate direct reports and consultants through value engineering, efficient site design, permitting process, earthwork management plans, storm water management, utilities, and roadway.
  • Adhere to internal process documents: site feasibility and engineering gates checklist, project process template.
  • Submit applications and attend municipal meetings to obtain project approvals.
  • Demonstrates ownership mindset to resolve project challenges that are tightly integrated with cross functional intercompany team members. 

PRE-CONSTRUCTION AND CLOSEOUT

  • Deliver project bid packages, primary permits, and construction plans to the construction team with a positive, disciplined, communicative manner.
  • Orchestrate and communicate with cross functional team members final project plan changes and project needs during post-bid/preconstruction stage.
  • Act to complete legal documents in an organized and coordinated manner with clear communication on which documents are to be completed by the construction team.
  • Provide leadership, process improvement and efficiency to multi-phase/multi-year dirt management projects.
  • Owns the execution of subdivision documents and the legal documents that are accompanied with final platting or final site condominium. The primary point of contact for the construction team and consulting engineer during the Step 3 or Subdivision process.

Qualifications:

  • Bachelor’s degree and/or relevant work experience
  • Five or more years of experience in homebuilding or land development/engineering project management 
  • Five+ years of supervisory experience
