We are hiring an IT Program Manager with a proven track record of working within the defense sector. The Program Manager will lead four (4) Application Developers supporting a project within the U.S. Naval Nuclear Propulsion Program. The Program Manager will ensure application development and lifecycle management services effectively support the Naval Reactors Headquarters (NRHQ’s) mission-critical needs.


Agency Program and Mission: NRHQ supports the U.S. Navy’s nuclear-powered submarines and aircraft carriers by providing clean, safe, and reliable nuclear propulsion. The 08Y-Enterprise Applications (08Y-EA) group within NRHQ develops and maintains custom workflow software that underpins many Naval Reactors (NR) business processes.

Requirements:

Position Overview: The Program Manager will be responsible for managing the full software development lifecycle for enterprise applications at NRHQ.


Key Responsibilities:

  • Provide Agile/Scrum project management: Coordinate with stakeholders, and oversight of a team of 4 Application Developers to deliver enhancements, fixes, and new capabilities per the NRHQ 08Y-EA product backlog. Conduct regular sprint planning meetings with developers and product owners, as well as sprint review meetings to demonstrate completed work and gather feedback.
  • Process Improvement: Maintain and propose enhancements to 08Y-EA Agile processes, updating written policies, directives, and procedures to improve how Agile methodologies are implemented.
  • Backlog Management: Oversee day-to-day management of the 08Y-EA product backlog, including sprint planning and tracking using Agile/Scrum methodologies.
  • Stakeholder Collaboration: Work closely with application product managers and NRHQ stakeholders to develop, prioritize, and manage backlog items (feature requests, enhancements, fixes).
  • Increment Planning: Coordinate and facilitate Program Increment (PI) planning sessions to refine requirements for upcoming development increments.
  • Long-Term Roadmapping: Lead backlog refinement meetings focused on long-term strategic objectives, ensuring future-year requirements are captured and aligned with the contract’s scope.
  • Liaison: Serve as the primary interface between the development team, product owners, and NRHQ leadership to ensure work is prioritized and completed to meet operational requirements.
  • Risk and Issue Tracking: Identify, document, and track risks or impediments to sprint goals, highlighting and escalating issues to 08Y-EA leadership when appropriate.
  • Deliverables Oversight: Ensure timely completion of all development tasks and contract deliverables, meeting the performance standards and deadlines set by NRHQ management.

Qualifications and Required Experience:

  • Minimum of 3 years in program/project management in the defense sector; preferably in the U.S. Naval Nuclear Propulsion Program
  • Education & Skills: Bachelor’s degree in computer science, information systems, or related field (). Excellent communication and leadership skills to conduct meetings and coordinate with technical staff and stakeholders (implied by role responsibilities).
  • Agile Proficiency: Strong familiarity with Agile and Scrum practices in a software development context (experience in sprint planning, backlog management, and iterative development cycles is highly desired).
  • Security Clearance: Ability to obtain and maintain a Department of Energy (DOE) L-level security clearance (or higher, if required). Must follow all security protocols and handle sensitive information in accordance with DOE and Navy regulations. The candidate will be expected to uphold a drug-free workplace and may be subject to background investigations or additional vetting procedures in line with DOE guidelines (such as polygraph examinations or reliability program requirements, if applicable). Work with information and systems that are governed by strict security and privacy rules, and thus must comply with all relevant DOE security regulations and federal laws (e.g., rules for handling classified information and protecting sensitive unclassified data). This includes adhering to the Industrial Security Program standards and Naval Nuclear Propulsion Program regulations (as outlined in DOE orders and Executive Orders).

Work Location & Schedule: The Program Manager role is based on-site at NRHQ in the Washington, D.C. area, including potentially working at other NRHQ-affiliated offices in the Capital Region. On-site presence is generally required, though routine telework is allowed with prior approval from the Manager of Enterprise Applications. The standard work schedule aligns with NRHQ’s core hours, Monday through Friday, approximately 6:00 AM to 6:00 PM Eastern Time (8 hours per day.
