Job Title: IT Infrastructure Engineer
 Agency: Financial Information Services Agency & Office of Payroll Administration (FISA-OPA)
 Location: 5 Manhattan West, 4th Floor, New York, NY
 Salary Range: $75,000 – $180,000 annually (commensurate with experience)

Hourly Rate: $50 to $86 per hour 


 Hours: 35 hours per week (Day Shift)


Position Summary:


The Financial Information Services Agency (FISA) and the Office of Payroll Administration (OPA) are seeking a highly motivated and seasoned IT Infrastructure Engineer to oversee the Mainframe Systems within the Shared Systems Division. This leadership role involves managing the day-to-day operations of the IBM mainframe systems, ensuring system performance, and maintaining compliance with the agency’s technical standards. The ideal candidate will provide technical guidance, oversee performance and capacity planning, and lead system upgrades and disaster recovery initiatives.


Key Responsibilities:


Team Leadership & Operations


  • Manage and oversee the Mainframe Systems team, ensuring system availability in accordance with SLAs.

  • Assign tasks, manage performance, and set team and individual goals.

  • Provide 24/7 availability for troubleshooting and critical incident response.

  • Oversee daily operations, monitoring, and issue escalation.


Performance & Capacity Management


  • Conduct daily, monthly, and annual performance analysis and capacity planning.

  • Develop strategies to optimize system performance and resource utilization.


Project & Technology Management


  • Lead hardware and software upgrade projects.

  • Develop project plans and ensure timely completion of deliverables.

  • Evaluate, recommend, and implement emerging mainframe technologies.


Vendor & Fiscal Management


  • Collaborate with software and hardware vendors for system planning and capacity management.

  • Prepare fiscal plans for hardware and software upgrades, including lifecycle management.


Documentation & Compliance


  • Develop and maintain detailed documentation of mainframe system procedures and operations.

  • Ensure departmental policies and best practices are followed across all mainframe systems.


Disaster Recovery


  • Lead disaster recovery initiatives and ensure system resilience and data integrity.


Minimum Qualifications:


  1. A bachelor’s degree in Computer Science, Engineering, or a related field and four (4) years of full-time experience in datacenter or IT infrastructure engineering; or

  2. A bachelor’s degree in any discipline and eight (8) years of related full-time experience; or

  3. An equivalent combination of education and experience.


Skills:


  • 20+ years of experience as an Infrastructure Manager in large-scale environments.

  • Strong background in mainframe systems technologies, subsystems, and internals.

  • Proficiency in IBM Mainframe z/OS administration, or equivalent AIX/Linux/Unix systems experience.

  • Expertise in hardware configuration, performance tuning, and disaster recovery solutions.

  • Proven ability to lead technical teams and manage enterprise-level projects.

  • Excellent problem-solving, communication, and documentation skills.

  • Strong interpersonal skills and the ability to work collaboratively across departments.
