Instructional Analyst/Developer for Operations Training, Promesa Consulting Group, Inc (Promesa) is seeking an experienced Instructional Analyst/Developer for Operations Training to support a large-scale, SAT-based training development effort. This specific role focuses on nuclear operations training and requires deep, hands-on experience in developing training for the operations workforce in a nuclear or high-hazard industrial environment.
The focus of this assignment is the assessment of existing systems training gaps and the development of systems training for engineering staff assigned to operational facilities — specifically the Tank Side Cesium Removal (TSCR) system, the Effluent Treatment Facility (ETF), and the Evaporator. These are complex, highly regulated nuclear processing facilities. Understanding how systems training is structured for engineering personnel in a DOE nuclear environment — and the technical documentation (system descriptions, P&IDs, design basis documents) from which it must be derived — is essential.
What You Will Do
- Conduct Difficulty-Importance-Frequency (DIF) surveys to determine whether individual job tasks require formal training
- For tasks meeting the training threshold, identify and document the knowledge, skills, and abilities (KSAs) required for safe, proficient task performance
- Design clear, measurable knowledge and skill-based learning objectives tied directly to operational task requirements and performance standards
- Develop training content for the appropriate delivery medium — instructor-led classroom, computer-based training (CBT), or structured on-the-job training (OJT)
- Design written knowledge examinations and/or performance-based assessments (on-the-job evaluations/OJEs) to verify learning outcomes
- Revise existing training materials to reflect current procedures, regulatory updates, or operational changes
- Maintain a provided monthly status tracking spreadsheet documenting assignment progress and completion
- Participate in project review meetings at the primary work location and occasionally at other facilities or Hanford 200E/200W areas
Required Qualifications
- Education: Bachelor's degree in Education, Instructional Design, or a technical discipline . An equivalent combination of education and documented experience in nuclear training or a specialized technical field will be considered
- Experience:
- Minimum 5 years of experience as an instructional analyst and/or developer
- Demonstrated, hands-on application of the ADDIE model or a comparable Systematic Approach to Training (SAT) methodology
- Proven experience developing training for workforce populations — operators, technicians, and operational support personnel
- Ability to read and translate technical procedures, surveillance documents, and work instructions into accurate, compliant training content
- Experience designing both written assessments and performance-based evaluations (OJEs)
Desired Qualifications
- Minimum 5 years in a nuclear operations or high-hazard industrial environment, preferably with direct operations-side exposure rather than solely a training department background
- Familiarity with DOE 10 CFR 851 and applicable DOE training standards
- Experience with DIF analysis and SAT-based task analysis in a DOE or NRC-regulated setting
- Proficiency with nuclear industry CBT authoring tools (e.g., Articulate Storyline, Lectora, or equivalent)
Work Location, Schedule & Site Requirements
- Primary work location: Richland, WA 99354
- Occasional visits to in-town facilities and Hanford 200E/200W areas for meetings
- This position is 100% on-site. No remote work is available.
- Relocation, travel expenses, and per diem are NOT reimbursable. Candidates must reside in the Tri-Cities area or be prepared to relocate entirely at their own expense before the start date
- Schedule: Preferably Monday–Thursday, 6:00 AM – 4:30 PM, 10-hour days; confirmed by the H2C manager at contract start
- Must pass a pre-employment 5-panel drug screen conducted by a certified laboratory
- Must pass a comprehensive pre-employment background check (criminal history, references, employment verification, education, and driving record)
