Overview
Energy Jobline is supporting a major international energy infrastructure programme and is seeking an experienced HSSE Manager to lead health, safety, security, and environmental management across large-scale energy project activities.
The role will focus on ensuring the highest standards of safety and environmental performance across engineering, construction, offshore installation, commissioning, and operational phases.
The Role
Reporting to the Project General Manager, the HSSE Manager will be responsible for developing and implementing project-wide HSE strategies, policies, and procedures to ensure compliance with regulatory requirements and industry standards.
The position will play a key role in promoting a strong safety culture while ensuring project activities are delivered in accordance with international HSE frameworks and best practices.
Key Responsibilities
- Develop and implement the Project HSE Management Plan in line with international standards such as ISO 45001 and ISO 14001
- Ensure compliance with company policies, regulatory requirements, and project safety procedures across all project phases
- Lead hazard identification and risk management processes including HAZID, HAZOP, Job Safety Analysis (JSA), and risk assessments
- Implement and monitor safety systems including Permit to Work (PTW), confined space entry, lifting operations, and hazardous work controls
- Support risk management for SIMOPS (simultaneous operations) during offshore activities
- Lead incident investigations and implement corrective actions using root cause analysis methodologies
- Monitor project HSE performance indicators including incident rates and environmental metrics
- Conduct safety audits and site inspections across fabrication yards, offshore installations, and project sites
- Promote a proactive safety culture through training programmes, toolbox talks, and safety awareness campaigns
- Ensure environmental protection measures are implemented including waste management, emissions monitoring, and spill prevention
- Maintain HSE documentation, risk registers, audit reports, and compliance records
- Provide regular HSE performance reporting to project management and stakeholders
Skills & Experience
- Strong leadership experience managing HSE functions on large-scale energy or infrastructure projects
- In-depth understanding of international HSE standards and management systems
- Experience managing safety across engineering, fabrication, offshore installation, and commissioning activities
- Strong knowledge of risk management methodologies and incident investigation processes
- Experience working within multi-contractor and multicultural project environments
- Strong communication and stakeholder management skills
Qualifications
- Bachelor’s Degree in Engineering or a related technical discipline
- Minimum 15 years’ experience in HSE management within oil & gas, energy, or industrial projects
- Experience supporting complex engineering, construction, and offshore project environments
- Excellent written and spoken English communication skills

The advertised day rate applies to independent consultants operating on a contract basis. Candidates who prefer to be engaged as employees of the client may be offered a different remuneration structure.
