OII-OTECH is seeking a Health, Safety, Security and Environmental (HSSE) Specialist who will ensure compliance with OSHA regulations, U.S. Navy (OPNAVINST & NAVFACINST), state and local municipal laws, and Oceaneering requirements. This position will manage and maintain weight handling, material handling and HAZMAT programs in accordance with government and Oceaneering standards. The HSSE Specialist will report directly to the Senior HSSE Advisor for Oceaneering Technologies (OTECH) division and functionally to the local Operations Manager. They will work closely with Oceaneering management and employees, the staff of Undersea Rescue Command (URC) and other government stakeholders in the performance of duties.
REQUIRED
- Minimum 5 years of relevant experience with all aspects of HSSE, facility maintenance and HAZMAT programs.
- Ability to coordinate the work of facilities staff/outside contractors and provide general oversight of facility.
- Good communication and interpersonal skills.
- Demonstrated writing and verbal communication skills.
- Able to be on-call in case of emergency.
- Must be a U.S. Citizen.
- A current SECRET clearance or the ability to obtain a SECRET clearance.
- A current Passport or the ability to obtain a passport.
Working Conditions
- This position is considered OFFICE and FIELD which is characterized as follows.
- Requires working indoors in environmentally controlled conditions (50%)
- Requires working outdoors in a variety of environments including at sea embarked on vessels of opportunity (50%)
- Occasional exposure to airborne dust in the workplace

- Establish and maintain safety programs to prevent personnel injury and equipment damage.
- Support and instill a safety culture within the team that complies with Oceaneering’s Life Saving Rules and HSSE program.
- Provide sound, independent, and seasoned judgement on programmatic responsibilities to follow company policies, federal regulations, and procedures in meeting contractual obligations.
- Provide Safety oversight/monitoring of critical and/or high hazard tasks to assist in preventing personnel injury and equipment damage.
- Implement corporate HSSE Management Systems for the SROMC.
- Provide resources and technical expertise for managers, supervisors, and employees in the areas of injury reduction and HSSE systems and activities.
- Assist with worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment and new hire safety on-boarding.
- Maintain a direct link to Oceaneering corporate HSSE and participate in routine and periodic safety discussions.
- Establish and maintain a hazardous material management program (HAZMAT) that adheres to all statutes and ensures compliance to the procurement, receipt, stowage, issue and disposal of all HAZMAT generated on the URC compound in accordance with their Hazardous Material Management Program (HMMP). Maintain Safety Data Sheets (SDS) as required by Occupational Safety and Health Association (OSHA).
- Manage Weight Handling and Material Handling Programs in collaboration with URC, adhering to government and Oceaneering procedures and policies.
- Provide HSSE reports to the Program Manager, Deputy Program Manager, and Operations Manager
- Conduct HSSE investigations and reporting in accordance with government and Oceaneering protocols in the event of injury or equipment damage.
- Assist the Operations Manager in Load Planning to include transportation configurations (i.e., aircraft, ground transportation) and system mobilization
- Assist in maintaining the facilities assigned in keeping with Navy regulations and in keeping with the standards as formally set forth by the CO URC.
- Assist/coordinate with the Facility Technician and support personnel in duties associated with maintaining government facilities at URC. Assist with layout and assigning project and storage areas
- Oversee preventative maintenance fire/life safety equipment.
- Daily interaction with employees, contractors, various vendors and Undersea Rescue Command active duty and reserve members
- Coordinate work as needed with contractors and vendors.
ADDITIONAL
- Additional duties as assigned by the Operations Manager and/or the Program Manager/Deputy Program Manager and/or HSSE team.
- Provide additional Safety support at sea and remote site operations as needed.
