Job Summary
We are seeking a Sr Operations Engineer to join SAMREF Max Chemicals (SMC) Division of the LTC Business & Project Development Department to perform optimization of refinery - chemicals integration, selection of steam cracker and C4+ co-products process licensors ensuring safety and environmental compliance. This role will drive the development of project assessment, and the delivery of project requirement. This is a refinery residue upgrade integrated with petrochemical steam cracker complex to be built in Yanbu, western region of Saudi Arabia.
Responsibilities:
- Evaluate and screen a range of technology options for defining the Baseline Configuration.
- Align the level of detail needed and identify sources for technology input for LP (Long-Range Planning), operating expenses (opex), and major considerations for facility scope.
- Define the Process technology roadmap and establish a timeline for engagement with technology licensors/providers.
- Outline Pre-FEED/FEED (Front End Engineering Design) plans and deliverables related to facility design basis.
- Lead the evaluation of technology options and oversee the screening process.
- Review the details and inputs for technology options and outputs from the LP model, including process yields, qualities, opex, etc.
- Provide technical inputs on the selected technologies and sensitivity cases.
- Identify opportunities for third-party involvement.
- Liaise with third-party vendors/suppliers to obtain necessary information.
- Support the Government Engagement workstream and GHG (Greenhouse Gas) Abatement Readiness workstream by developing technical documents, assessing technology, and evaluating capital efficiency, among other tasks.

- Experience 10+ years in managing refinery-chemicals integration.
- Hands-on experience in refinery operations.
- Expertise in selecting process licensors and analyzing technologies for steam cracker and C4+ co-products processes.
- Proficiency in understanding chemical process yields, qualities, and operating expenses (opex).
- Familiarity with economics and capital efficiency in the context of chemical processes.
- Experience in developing the basis for chemicals facility scope.
- Involvement in capital project development within the refinery or chemicals sector, particularly in Pre-FEED/FEED stages.
- Understanding of molecule optimization and the integration of synergies in processes.
