Job Purpose/Summary
This position manages and administers Full Service Community School Grant Program with a total annual budget of more than $2,200,000. The FSCS Program Manager provides guidance, administrative support, and fiscal oversight to the FSCS program.
The work of this position supports CIS affiliates through the coordination of programmatic elements with CIS site coordinators and partner organizations, non-profit organizations, community organizations, and educational institutions.
Responsibilities include working closely with the FSCS Grant Committee and Affiliate management to build and implement an effective program. The FSCS Program Manager will formulate and refine policies and procedures, ensure compliance with the terms of grant agreements, maintain fiscal responsibility, and provide exceptional customer service to the schools, students, and grantees. The position will work closely with all program grantees to support the development and successful implementation of Full Service Community School project across Nevada in six schools covering three districts.
A full understanding of grant operations, program management and evaluation, and strong interpersonal skills will be essential to effectively managing and implementing the FSCS Grants Program. The FSCS Program Manager position is primarily responsible for oversight of one grant with three projects: CCSD FSCS, ECSD FSCS, HCSD FSCS.
Duties and Responsibilities
Program Development and Implementation
- Manage and administer project funding programs. This includes administration of the program process, review process, award process, grant agreements, approval of payments, follow up with partners/recipients, and results assessment.
- Evaluate and conduct due diligence on subaward recipient partners.
- Manage and direct successful implementation and progress of grant over five years. Appropriately prepare for grant renewal and enhancements through life of grant and at end of initial grant period.
- Provide programmatic and administrative support, oversight, and coordination for grant project deliverables.
- Provide direction and oversight to other staff who may be assigned to assist with the administration of elements of the Program.
- Develop and implement plans, budgets, and effectiveness monitoring, among other programmatic elements for the Program.
- Frequently lead the recommendation, development, coordination and implementation of program elements, policies, operating procedures, forms, templates, and materials related to the FSCS Grant Program.
- Work with the Consortium Board, Affiliate Executive Directors, Grant team and school site Program managers to craft policies and procedures including prioritization and eligibility criteria for projects.
- Provide leadership with reports, information, and recommendations regarding the FSCS Program.
- Work with other staff to develop an outreach strategy for the Grants Program, including creating communications materials.
- Conduct outreach through various means with potential community and program influencers in priority areas to make them aware of the program and discuss possible projects.
- Work with partners and other funders in a variety of fields to ensure strong partnerships where appropriate, and to better coordinate and align activities and investments to improve the reach and impact of FSCS grant funds.
- Work and maintain a positive relationship with subrecipient grantees, partner organizations and other funders and to facilitate broad support of the FSCS Grants Program.
- Maintain a positive relationship with community leaders, organizations, and the press regarding the program.
- Stay informed on programmatic and legal developments relevant to this work; inform the Board, Executive Director, and Grant Supervisor as appropriate.
- Travel to participate in training sessions in Washington D.C. multiple times per year. Travel to visit program school districts across the state of Nevada as needed for partner meetings and collaboration.
Team Member and Administration:
- Serve as the FSCS subject-area expert and primary point of contact for grant issues; provide advice and consultation to FSCS staff on related issues and activities.
- Work as a team member with peers and the affiliate teams to represent and forward CIS work; assist team members as necessary; and represent the FSCS team as needed.
- Plan, facilitate and ensure Grant Committee meetings are prepared for and undertaken to maximize effectiveness.
- Contribute to the development of program plans, budgets, and reports.
Supervisor Responsibilities:
- May be responsible for occasional supervision of 1-2 staff or contractors. Monitor activities, coach, mentor, and provide performance feedback as necessary.
- In collaboration with designated hiring team, screen, interview, and select new hires as assigned.
- Other Duties as determined and assigned.
Qualifications and Competencies
Qualifications include:
- Bachelor’s or higher degree . A combination of education, training and experience that demonstrates the ability to perform the duties of the position will be considered.
- Knowledge of data collection and proficiency tracking progress within the framework consistent with programmatic requirements.
- Minimum 5 years grant oversight and administration experience in a professional environment, and professional experience in education related field required; or a combination of equivalent lived experience and related professional background.
- Strong interpersonal skills, ability to work with a variety of people, engage in challenging conversations, and be sensitive to multiple perspectives.
- Ability to work independently, be proactive and self-directed.
- Skill in clearly presenting supporting facts and data justifying the rationale for specific recommendations and alternatives.
- Excellent organizational, time management, and project management skills.
- A high level of attention to detail.
- Ability to create, monitor and adhere to a fiscally responsible budget.
- Excellent written, oral communication, and public speaking skills.
- Ability to present and explain program information in plain to grantees, partner organizations, community groups, CIS Board, and staff.
- Proficient in standard office procedures, software, and communications technology. Ability to effectively and efficiently use Microsoft Office and standard communications platforms.
- Seasoned, experienced management professional. High level of interpersonal and communication skills (written and oral communication) a must.
- Sensitivity to the needs of youth and from a variety of backgrounds.
Competencies include:
- Previous supervisory or management experience is desirable.
- Experience with and a commitment to embracing differing perspectives from their own are important for this position. The successful candidate will have skills to listen and adjust their own professional methods based on a growing understanding of CISN’s core values and best practices.
- Experience with grants management and administration, and a demonstrated ability to execute the life cycle of a grant, from application to implementation to completion, including budgetary oversight.
- Experience in developing and/or implementing education related programs or projects.
- Understanding of the nature and complexity of current public-school challenges, with demonstrated ability to discuss school district issues.
- Knowledge of non-profit organization governance, management and administration, and the challenges faced by non-profit organizations.
- Ability to work with a Board of Directors and successfully navigate a political environment.
- Ability to ensure compliance with FSCS and Nevada school districts policy, state, federal and local requirements.
- Well-connected in education, social service and/or business community.
Work Environment & Physical Demands:
- Work environment is indoors and climate controlled. Maybe exposed to outdoor weather conditions.
- Moderate noise levels as found in a business office and classroom setting.
- Occasional travel required.
- Must be able to pass a criminal background check, possible fingerprinting, and drug screen.
- Use of own automobile.
