WATER PLANT OPERATOR

DEPARTMENT: Public Services

DIVISION: Water Filter Plant

Pay Grade: GRADE 140: $58,698.30 - $85,112.53 Annual Salary, ($28.22 - $40.92) Hourly Rate

FLSA Status: Non-Exempt, Merit, Full-Time, Eligible for Benefits

GENERAL PURPOSE

This position operates and maintains the City's water treatment and pumping facilities to regulate the flow of water to various zones in the water system and ensures that adequate water supplies are available throughout the City; and to operate and maintain various pumping and valving equipment and production facilities in support of the City's water system. Receives direct supervision from the Water Production Supervisor.

ESSENTIAL JOB FUNCTIONS

  • Perform water sampling and analysis and be able to interpret the analysis daily.
  • Inspect all processes on a regular basis and record all vital information on production totals.
  • Inspect all pumps and water treatment equipment for malfunctions or leaks; diagnose needed repairs.
  • Perform maintenance and repairs as needed; clean and lubricate pumps and other production equipment as needed.
  • Perform weekly testing of equipment, instrumentation, meters, etc., to maintain quality assurance and high performance; record production and water demands on a per shift, daily, weekly, monthly, and annual basis.
  • Maintain the accuracy of the reclaimed water system; perform water analysis for chemistry of the water from various locations ensure the accuracy and proper functioning of the water plant processes.
  • Monitor all equipment, instrumentation, etc., for proper operation; make frequent visual and audio inspections of all equipment and facilities on a regular basis.
  • Make water adjustments to filter plant and to well field and be able to calculate adjustments in chemicals accordingly.
  • Be able to read and interpret all instrument gauges, apertures, meters, computer screens, SCADA (Supervisory Control and Data Acquisition) screens and HMI screens (Human-Machine Interface).
  • Must be able to understand the functions of six deep well pumping stations, which involve water levels in the well, proper voltage, proper amperage draw, proper line pressures, motor functions, pump functions, proper lubrication of motor, and well line shaft bearings.
  • Proper operation of all valves, manually and electrically.
  • Must be able to learn how emergency backup generator's function, how to cycle automatically and manually; must be able to learn where every circuit breaker is and what components they are connected to.
  • Must be able to learn the functions of every valve at the filter plant and well site; operate and maintain HVAC system; must be able to learn the various water supply systems at the filter plant.
  • Must be able to understand new, programmable Process Logic Controllers, Central Processing Units, and Remote Transmission Units.
  • Must perform regular routine cleaning, scrubbing, polishing, painting and maintenance of filter plant floors, windows, walls, ground maintenance, pumping equipment, panels, etc.
  • Must operate truck mounted snowplow and tractor mounted snow blower for removal of snow at the filter plant parking lot and roadways, also, all roadways to the well site; be able to operate sludge removable equipment, ensure the security of the filter plant,
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance, attentiveness, and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform other related duties as required/assigned.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain within 150 days of hire a State of Utah Class A CDL.
  • Possession of, or ability to obtain a Utah Grade IV Treatment and Distribution Certificate within six months of hire.
  • Employee will be required to complete NIMS IS100, IS200, IS700, and IS800 within one year of hire.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least one year of experience involving the installation, maintenance, and repair of water pumps and related systems.
  • High school diploma or its equivalent.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

Failure to obtain/maintain a license and certificate as outlined above may result in termination from the position.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of water plant operation processes such as coagulation, flocculation, clarification, filtration, and disinfection; standard chemicals used in water treatment.
  • Knowledge of basic terms such as influent, effluent, back washing, surface washing, rewashing, waste washing, recycled water, sludge blankets, sludge handling, and safe handling of treatment chemicals.
  • Knowledge of basic formulas for calculating cubic feet per second, gallons per minute, gallons per hour, gallons per day, acre feet, detention time, and all flow rates.
  • Knowledge of how to calculate chemical dosages in milligrams per liter or parts per million.
  • Knowledge of the properties of chlorine, carbon, potassium, ferric sulfate, and polymers.
  • Knowledge of the principles of hydraulics, pumping capabilities for chemical feeders, filling tanks, reservoirs, etc., laboratory testing for alkalinity, pH, turbidity, chlorine residual, taste, odors, and jar testing.
  • Knowledge of algebra and geometry background is desired for mathematical computations and calculations.
  • Knowledge of the water regulations dictated by the U.S.E.P.A. and Utah Division of Drinking Water, including all Maximum Contaminant Levels and Standards.
  • Skill in operating complex computer programs and screens.
  • Skill in operating MS Office, Excel, Word, Access, and SCADA (Supervisory Control and Data Acquisition) Systems for remote control and other internal software, applications, and monitoring.
  • Skill in reading and understanding blueprints.
  • Skill in operating a variety of water control and pumping equipment in a safe and effective manner.
  • Skill in recognizing improper pump operation through visual inspection or auditory inspection.
  • Skill in repairing water control and pumping equipment.
  • Skill in calculating the chemical needs of water based on analysis results.
  • Skill in preparing clear and concise reports.
  • Skill in working independently in the absence of supervision.
  • Skill in communicating clearly and concisely, both orally and in writing.
  • Ability to understand and follow oral and written instructions.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include walking or standing for extended periods of time, climbing up and down stairs, embankments, vaults, and pits.
  • The ability to maintain effective audio-visual discrimination and perception is needed for making observations, communicating with others, operating assigned equipment and vehicles as required by the position.
  • Ability to maintain mental capacity allows for effective interaction and communication with others.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.
