GENERAL SUMMARY
Responsible for supervising a team of union technicians and ensuring all mechanical maintenance, planning, scheduling, set-up, and installation needs (preventive, break-fix, special events) are managed at the Central Service Complex, off-site properties, and all rented or leased locations. Oversees implementation of the Emergency Snow and Ice Plan, construction activities, contractors, managing maintenance services, and all other duties assigned by the Manager of Facilities or KCATA Officer.
Ensure safety, quality standards and compliance, and perform skilled repairs when necessary. Key responsibilities include managing budgets, tracking maintenance records, troubleshooting complex issues, and collaborating with other departments and contractors.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Staff and Vendor Supervision:
- Plans, schedules, assigns, directs, supervises, and disciplines subordinates according to the Union Contract and KCATA rules, policy, and procedures.
- Sets appropriate staffing levels and fills in temporary vacancies in accordance with the union contract (CBA).
- Coordinates and collaborates with other departments, vendors, and contractors on repairs and installations of mechanical systems, electrical systems, grounds, and other projects. Provides ongoing training, mentorship, and performance feedback to ensure team skill development and operational excellence.
- Maintenance and repairs:
- Ensure the proper functioning of building systems (HVAC, electrical, plumbing), schedule preventive maintenance, and handle emergency repairs.
- Track inspections and maintenance using spreadsheets or management software, ensuring all tasks are completed on time.
- Coordinates event set-up, oversees personnel and fulfills any additional requests during the event.
- Projects:(Capital or Operational)
- Coordinate and oversee large and smaller-scale construction or renovation projects.
- Safety and compliance:
- Conduct safety inspections and training, ensuring compliance with all local, state, and federal regulations.
- Operational oversight:
- Manage payroll, inventory, and supplies, oversee waste management and facility cleanliness.
- Ensure the facility is well-maintained with staff hours entered correctly.
- Budget and records:
- Prepare and manage facility management budget. Maintain accurate records of maintenance activities, projects, and expenditures.
- Monitor departmental performance using KPIs such as project completion, budget adherence, and compliance metrics.
- Perform other duties as assigned to support departmental operations.
- Other duties as assigned.
SUPERVISORY RESPONSIBILITIES
- Supervise and monitor performance for a regular group of employees.
- Provide input on hiring, disciplinary actions, work objectives, performance evaluations, and realign work as needed.
FISCAL RESPONSIBILITY
- Position has fiscal responsibility. Will assist in collecting data in support of recommendations for departmental budget allocations.
MINIMUM QUALIFICATIONS
Required Education and Experience
- High school diploma (or GED equivalent).
- Three (3) to five (5) years of experience in facilities management.
- An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.
Required Licenses or Certifications
- Valid Commercial Driver’s License.
Certifications:
Certified Facility Management (CFM), Certified Professional Maintenance Manager (CPMM), Building Operator Certification (BOC), or Certified HVAC Designer (CHD)
