W E S T Development, Inc. is a leading 8A construction firm specializing in high-quality projects for the Department of Defense (DOD) across Southern California. We are seeking an Experienced Project Manager/Estimator with expertise in Naval Facilities Engineering Systems Command (NAVFAC) and United States Army Corp of Engineers (USACE) projects, focusing on Job Order Contracts (JOC) or Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Join our collaborative team to manage and estimate complex construction projects while ensuring compliance with government standards.

Key Responsibilities:

• Project Management: Oversee multiple DOD projects, coordinate with stakeholders, conduct site visits, generate RFIs, and manage construction schedules.
• Estimating: Produce accurate estimates using RSMeans Data Online, 4-Clicks, and Oracle Primavera, and submit Excel-based line-item proposals.
• Compliance and Submittals: Ensure adherence to ADA, NEC, NFPA, UFC, UFGS, OSHA, and EM-385 1-1 standards; prepare post-award submittals, including schedules, and product data.
• Technical Expertise: Read and review Scope of work (SOW) and requests for proposal (RFP) construction drawings and specifications.

Requirements:

• 5+ years of verifiable experience as a Project Manager/Estimator on NAVFAC, USACE and DOD projects, with a focus on JOC or IDIQ contracts.
• degree in Engineering, Project Management, or related field.
• In-depth knowledge of government procurement processes and compliance standards.
• Proficiency in Microsoft Project, Excel, Word, Outlook, and RSMeans Data Online; experience with 4-Clicks, Oracle Primavera, ECMS, USACE RMS, Adobe Acrobat Pro, or Google Earth Pro is a plus.
• Strong leadership, communication, and problem-solving skills.
• Willingness to travel within Southern California (approximately 20% of the time).
• Ability to thrive in a fast-paced environment.
