You will build clear, competitive, and accurate estimates across these disciplines. You’ll translate plans, specs, and field realities into scopes, quantities, means & methods, pricing, and risk contingencies that set our projects up to win—profitably and safely.
What You’ll Do
Estimate & Bid Development
Quantify labor, materials, equipment, production rates, and subcontractor components for cleaning/CCTV, CIPP mainline and sectional repairs, coatings, grouting, testing, and hydro-excavation.
Produce detailed takeoffs, crew builds, calendars, and cost breakdowns (direct, indirect, GC’s, OH&P).
Build competitive strategies: alternates, value-engineering, phasing, and clarifications/exclusions.
Scope Review & Risk Controls
Scrub plans/specs (ISPWC, NASSCO, municipal standards) to capture bypass needs, access limits, traffic control, night work, confined space, and QA/QC/testing.
Identify risks (flows, bypass sizing, groundwater, access, resin windows, cure profiles, weather) and price contingencies with clear notes.
Submittals & Turnover
Draft scope-accurate submittals (materials, coatings systems, PQRs, MSDS/SDS, safety plans, schedules) and support RFI development.
Lead estimate hand-off: assumptions, production targets, equipment lists, and buyout plan to PM/Field.
Vendor & Subcontractor Management
Solicit and level quotes (liners, resins, coatings, grouts, bypass pumps, traffic control, trucking, specialty subs).
Build lasting supplier relationships and negotiate favorable pricing and lead times.
Tools & Reporting
Use Excel, Bluebeam, Microsoft Project, and ServiceTitan to model costs, sequences, and margins.
Track hit rates, margin performance, and variance (estimated vs. actual) to continuously improve.
How Our Work Translates Into Estimating (at a glance)
Cleaning/CCTV: Feet of pipe by diameter/material; setup/moves; debris disposal; traffic control; night work; entry/exit access.
CIPP (UV or sectional): Host condition, ovality/deflection, resin/glass schedules, cure time, bypass design and pump sizing, liner logistics, robot work, reinstatement counts, QA (DFT, temp logs, cure videos).
Performance Coatings: Substrate prep, infiltration mitigation, environmental controls (RH/dew point), lifts/DFT targets, cure windows, access/scaffolding.
Infiltration Control & Testing: Leak points, grout volumes, packer work, test sections, mandrel sizes/percent deflection, air/vac test setups, documentation.
Hydro Excavation: Soil type, depth, daylighting counts, water usage/disposal, utility coordination, restoration allowances.
What Success Looks Like (First 90 Days)
Build calibrated estimate templates for each division.
Deliver on-time bids with clear inclusions/exclusions and risk notes.
Establish a reliable vendor quote network and a consistent estimate → field turnover rhythm.
Hit ±5–10% variance on at least two completed projects (estimate vs. actual) and document the lessons learned.
Qualifications Required
3–5+ years estimating in underground, trenchless, utility, coatings, or similar specialty construction.
Strong plan/spec reading; competent with production modeling and cost assemblies.
Proficiency with Excel, Bluebeam, Microsoft Project (ServiceTitan experience a plus).
Clear written and verbal communication; comfortable collaborating with engineers, clients, and field leaders.
Valid driver’s license; ability to visit job sites.
Nice to Have
Experience with NASSCO standards, ISPWC specs, and municipal trenchless work.
Familiarity with UV CIPP, resin systems, coatings (Raven/PPG), and chemical grouting.
CPE or similar credential; QA/QC or inspection background.
Work Environment
Primarily office with regular field/site walks (confined space and night work may influence estimating assumptions). Occasional regional travel for site reviews, pre-bids, or vendor visits.
