Epidemiology Program Director

The Epidemiology Program Director serves as a senior-level epidemiologist responsible for carrying out a broad and complex range of epidemiologic activities related to the surveillance, detection, and prevention of disease and injuries. Specific public health topics will depend on the objectives of the grant and the unique needs of each community we serve. Working independently and as an experienced team member under the direction of the Epidemiology Center Director, the Program Director leads community-initiated and -driven projects through a community-based participatory research (CBPR) lens, provide expertise in research methods/instruments, and independently conduct analyses. Day trips and overnight travel throughout Michigan, Minnesota, and Wisconsin is a part of the position and is important for building relationships with the communities we serve. The Program Director will lead the TECPHI Grant in our Madison, Wisconsin office.

Principal Duties

Responsibilities include managing the planning, implementation, and evaluation of assigned Program workplan and project activities. The Program Director will coordinate leadership activities with the Director of the Great Lakes Tribal Epidemiology Center (GLITEC). Working as a member of the program administrative team, this role will use advanced analytical, research, project management and relationship management skills to deliver on priority work plan activities including program assessment, planning, implementation, and evaluation. Daily attendance is an essential function of this position. Frequent travel is required to meet the needs of the position.

Responsibilities

· Manage the planning, implementation, and evaluation of assigned grant funded program workplan activities.

· Develop and maintain partnerships with governments, communities, and organizations throughout the Bemidji Area to ensure effective communication flow and dialogue between all partners.

· Contribute to ongoing strategic planning, budgeting, and program support to ensure the successful development and implementation of projects and programs.

· Gather, analyze, and prepare clinical and public health policy, systems, and environmental change recommendations.

· Develop and implement accurate reporting mechanisms that measure the efficacy of previous and current programs, strategies and initiatives and inform ongoing improvements.

· Conduct or oversee environmental scans, trends data analyses, data management and quantitative and qualitative research.

· Support communications through conference calls, meetings, written briefs, publications, events, newsletters, and website features.

· Work with program staff to plan program events, meetings, trainings, conferences, conference calls and webinars.

· Assist participating tribes in strategic planning, assessment implementation and evaluation of activities and strategies.

· Engage Tribal leaders in promoting culturally adapted evidence-based practices to address chronic and acute conditions and to promote good health and wellness.

· Actively participate in task teams, working groups, and other joint policy and program initiatives.

· Oversee contracting with Tribal sub-awardees and others as needed to perform program activities.

· Prepare, review and forward reports according to CDC requirements.

· Assist and lead the program Epidemiologist and Evaluator in workplan activities.

· Work with GLITC Director to provide overall program advisement.

Additional Responsibilities

· Maintain a working knowledge of all grants and programs of the department.

· Engage in networking activities to remain current in the availability of epidemiological and other heath data resources available to AI/AN within the service area.

· Assure all services are delivered in a culturally sensitive manner.

· Participate on committees outside and within the organization.

· Attend all training sessions and meetings as scheduled.

· Attending conferences and training to stay current on advances in the field and obtain new skills.

· Participate in research projects as designated by the Director.

· Perform other duties as necessary to fulfill the responsibilities of this position.

Working Relationships and Scope

Reports directly to the Epidemiology Center Director; works under limited supervision. Receives guidance on general goals to be accomplished and broad program policy. Has full responsibility to carry out specific program policy and achieve desired objectives. Daily contact with assigned program team members. Regular contact with all Epidemiology Center staff members. Frequent contact with employees throughout the organization (as needed basis) for the purpose of gathering and sharing relevant information. Frequent contact with Tribal, urban Indian, Federal, state, and local partners to conduct projects and obtain and provide information. Ongoing contact with federal and state agencies for purposes of remaining current on various issues and collaborating on projects, as needed.

Knowledge, Skills and Abilities

Required: Master of Public Health, Master of Science, or master’s in healthcare administration. Additionally, the applicant should have two to five years’ project management experience, and three to five years’ people management experience and training. : Understanding of the traditional American Indian health issues. Experience working with American Tribal Governments, Tribal organization and/or not-for-profit agency in epidemiology. Ability to work independently and as a program team member. Individuals must possess excellent verbal and written communication skills; professional demeanor and appearance; problem solving skills; ability to manage time effectively; self-motivation skills; work effectively under pressure; ability to build positive work relationships with internal and external customers; ability to interact professionally with a wide variety of people; speak in front of groups. Individuals must be able to address a wide range of intellectual and practical problems, apply statistical calculations to findings, and can compose complex business correspondence (reports, health profiles.) Requires a high level of confidentiality. Must possess a valid driver’s license and/or reliable transportation with adequate insurance and ability to travel.

Compensation:

This is a full-time exempt position based on skills and experience, with a pay range of $70,000 – $75,000 annually. This position is in our Madison, Wisconsin office. This position is not a remote position. The position includes the following benefits: paid time off (PTO) in the form of annual and personal leave; paid holidays; insurance benefits including health, dental, life insurance, accidental death, and dismemberment (AD&D) insurance, short-term (STD) and long-term (LTD) insurance; health savings account (HSA), flexible spending account (FSA), and 401(k) retirement plan. When traveling for work, eligible expenses are reimbursed based on GSA rates. Drug and background check is required before hire.

Work is performed in an office environment with minimal exposure to injury. This is not a remote position. This position requires bending and being able to lift up to 15-20 pounds. Regular work hours are normally Monday through Friday from 8 a.m. to 4:30 p.m. with a minimum of 40 hours per week. There will be some variation in working hours and demand due to special projects, deadlines, travel, and other responsibilities. The central office is in Lac du Flambeau, Wisconsin, with other offices in Ann Arbor, Michigan; Grand Rapids, Michigan; Minneapolis, Minnesota; Green Bay, Wisconsin; and Madison, Wisconsin. Again, this is not a remote position. This is a full-time, in-office position, and the expectation is to be available for in-office work. This position requires travel to attend industry, community, and program-related activities.
