Environmental Monitor/Construction Compliance Specialist

This role involves performing field inspections of construction sites to monitor compliance with engineering plans, specifications, and environmental permits. The Construction Compliance Specialist reports findings, coordinates with project staff and regulatory agencies to address corrective actions, and may serve as a liaison between clients, agencies, and contractors. The role also includes reviewing project submittals and documents for environmental compliance.

What You'll Do:

Inspect and document ongoing construction work to ensure compliance with schedules, contract documents, and plans.

Advise contractors on necessary actions to meet plans, specifications, and contracts.

Review and resolve quantity disputes with contractors.

Perform complex calculations, constructability reviews, and measurements of completed work.

Assist with reviewing calculations for daily reports, contractor labor, and materials received.

Conduct on-site material testing and assist with equipment maintenance.

Assist with as-built record drawings and contract close-out documentation.

Participate in construction schedule reviews, contractor pay estimates, and change order management.

Attend project progress meetings and serve as a technical field expert.

May lead daily assignments, mentor, and train staff.

Perform other duties as assigned.

What You'll Need:

Associates degree in Engineering, Construction Services, or related field + 10 years relevant experience, or

Bachelor’s degree in Engineering, Construction Services, or related field + 8 years relevant experience, or

12 years of relevant experience in lieu of a degree.

What You'll Bring:

Ability to read and understand contract plans and specifications.

Technical expertise in field inspections, resolving discrepancies, and coordinating projects.

Experience with federal, state, and local environmental regulations and permits.

Knowledge of environmental monitoring, stormwater management, hazardous materials, and construction practices.

Experience reviewing technical reports, monitoring protocols, and ensuring regulatory compliance.

Leadership skills in organizing field crews and guiding work.

Ability to generate innovative ideas and methodologies tailored to projects.

Strong project management and client-facing skills.

Excellent collaborative and communication skills.

What We Prefer:

Experience overseeing environmental compliance for large transportation projects.

Minimum of 10 years in wetland protection, erosion control, and site construction.

Willingness to perform fieldwork in challenging conditions.

Proven team collaboration and coordination with agencies like Army Corps, US Fish and Wildlife, NOAA, and others.

Growth-oriented mindset.
