Environmental Coordinator

The City of Athens, Ohio is now seeking qualified candidates for the full-time position of Environmental Coordinator at the Department of Engineering and Public Works. The Environmental Coordinator serves as the Citys coordinator for City programs related to the protection of the environment, specifically surface waters. This position assists with the implementation and management of the Citys Pollutant Discharge Elimination System (NPDES) permits and will serve as the Coordinator and Inspector for the Citys: Municipal Separate Storm Sewer System (MS4) program, Non-industrial wastewater treatment plant bio solids program, Industrial Pretreatment and Fats, Oil, and Grease (FOG) program, and train to be certified and perform testing in the Citys certified water and wastewater laboratory. This position is in the classified service of the City, requires a 60 - 180 day probationary period, and is covered by the Fair Labor Standards Act. The Environmental Coordinator is in Pay Grade 7 with a starting hourly rate of $27.34 - $30.07 (depending on education and experience).

A Civil Service Exam will be administered for this position on at 10:00 AM on Friday, November 21st, 2025 at City Hall, 8 E. Washington St., Athens, OH, 45701. Applicants must show a valid, government issued Picture ID for entry to the test. Applicants must achieve a minimum passing score of 70% on the exam. To be eligible for military credit, a copy of the DD-214 showing honorable discharge, or Guard identification must be submitted with the application packet. Military credit is only applied to a passing score.

JOB DESCRIPTION: ENVIRONMENTAL COORDINATOR

JOB SUMMARY:

The Environmental Coordinator: Serves as the Citys coordinator for City programs related to the protection of the environment, specifically surface waters.

This position assists with the implementation and management of the Citys Pollutant Discharge Elimination System (NPDES) permits and will serve as the Coordinator and Inspector for the Citys: Municipal Separate Storm Sewer System (MS4) program, Non-industrial wastewater treatment plant biosolids program, Industrial Pretreatment and Fats, Oil, and Grease (FOG) program, and train to be certified and perform testing in the Citys certified water and wastewater laboratory. This position is in the classified service of the City, requires a six month probationary period, and is covered by the Fair Labor Standards Act.

JOB DUTIES:

  1. Serve as Administrator of the Municipal Separate Storm Sewer System (MS4) General Permit in accordance with Ohio EPA regulations.
  2. Perform and assure compliance with MS4s six minimum control measures which currently include: Public Education and Outreach provide educational programming to educate the public about stormwater issues.
  3. Public Involvement and Participation develop activities to improve public stormwater awareness. c. Illicit Discharge Detection and Elimination search for, identify, and eliminate unauthorized discharges to the Citys stormwater system; create a storm sewer mapping system; and map all residences that have private sewage systems in the City limits. d Construction Site Stormwater Runoff Control develop a program for the City to enforce the OEPA Construction Stormwater General Permit for construction projects within the City limits. This program requires persons performing construction to submit a stormwater control plan and permit application to the City Code Enforcement Office prior to construction. e. Post-Construction Site Stormwater Runoff Control develop a program for the City to enforce the OEPA post-construction stormwater runoff control requirements for construction projects within the City limits. f. Pollution Prevention and Good Housekeeping develop a program for examining sources of pollution within City departments and promoting good housekeeping measures to prevent pollution.
  4. Oversee and update storm system maps with GIS system.
  5. Prepare required Annual MS4 Report.
  6. Coordinate Non-industrial wastewater treatment plant biosolids program and aide Waste Water Plant Manager with refinement and implementation of biosolids disposal program; including land application. Serve as coordinator to identify application sites, develop methods, and acquire permitting.
  7. Oversee and implement an Industrial Pretreatment and Fats, oil, and Grease (FOG) program.
  8. Prepare reports and maintains records.
  9. Communicates with , land owners, and contractors related to environmental programs.
  10. Attends staff meetings, landowner, developer, and pre-construction meetings, as required.
  11. Reviews plans and specifications to assure compliance with regulations.
  12. Establish criteria for projects and assess the effectiveness of public education and outreach programs.
  13. Analyze public and private utility systems to determine location, capacity, condition, and compliance with standards without existing information.
  14. Oversee NPDES program development, implementation, and reporting with only periodic review.
  15. Maintain and foster community relationships.
  16. Prepare and develop detailed technical records and reports utilized to prepare mandatory regulatory reports and programs
  17. Develop storm water, industrial pretreatment and biosolids policy and provide recommendation for legislation that controls City wide administration. Must be able to evaluate and recommend applicability and legality of policies.
  18. Coordinate public tree care activities within the City of Athens.
  19. Assumes other responsibilities and performs other related duties as needed.

JOB SPECIFICATIONS & QUALIFICATIONS:

Applicant must possess or must be able to:

  1. An Associate's Degree in conservation, natural resources, engineering, or other related field or a Ohio Certified Water or Wastewater Operator License or an accreditation or in-training as a Certified Professional in Erosion and Sediment Control (CPESC), are
  2. Two years experience in the urban conservation field or wastewater field is
  3. Ability to meet the attendance requirements of the position.
  4. Excellent written and verbal communication skills.
  5. Ability to read and interpret engineering drawings.
  6. Computer skills including extensive ability with Microsoft Office suite; GIS software skill .
  7. Knowledge of applicable training methods and safety procedures.
  8. Good organizational, interpersonal, written, and verbal communications skills.
  9. Maybe required to obtain and maintain a valid Ohio Commercial Drivers License within a specified period time, depending upon vehicle operation requirements.
  10. Must have an excellent driving record.
  11. Obtain confined space entry supervisor training within one year of date of hire.
  12. Obtain a certification in the Citys Laboratory to analyze drinking water samples within 12 months of employment date (or date of promotion).
  13. Obtain a certification in the Citys Laboratory to analyze waste water testing within 24 months of employment date (or date of promotion).
  14. Ability to obtain a Water Distribution 1 and Sewer Collection 1 licensure within 4 years of employment.
  15. Ability to obtain a Certified Arborist certification within 1 year of employment.

The City may consider other equivalent combinations of training and experience which provides the requirement knowledge, skills, and abilities.

A background check and post-offer medical exam are required.

New hires are required to be certified in First Aid and CPR, no later than the date of the next available class.

Those certified in First Aid/CPR and those assigned to the sewer maintenance crew are considered occupationally-at-risk for bloodborne pathogens.
