Job Title: Enterprise Project Manager
Department: Enterprise Project Management Office (EPMO)
Location: Suffolk, VA (Hybrid/Onsite as Required)
Job Summary
Client seeks an experienced Enterprise Project Manager with 5+ years of large-scale program leadership to oversee complex, cross-functional initiatives that align with strategic county objectives. The ideal candidate will possess expertise in enterprise-wide system implementations, business transformation, and governance frameworks, ensuring seamless integration across departments while optimizing resources and stakeholder value.
Key Responsibilities
Strategic Leadership

Define and execute enterprise project roadmaps aligned with Client's strategic goals.

Establish and enforce standardized PMO methodologies (Agile, Waterfall, Hybrid).

Lead portfolio prioritization in collaboration with executive leadership.
Cross-Functional Management

Oversee multi-million-dollar programs spanning IT, infrastructure, and business operations.

Coordinate interdependencies among IT, construction, public safety, and fiscal teams.

Implement change management strategies for county-wide adoption.
Governance & Compliance

Ensure adherence to state/federal regulations (e.g., CJIS, HIPAA, Virginia USBC).

Develop risk mitigation frameworks for enterprise risks (cybersecurity, budget, timeline).

Report to county leadership via KPIs, dashboards, and executive briefings.
Vendor & Stakeholder Management

Manage contracts with prime vendors, subcontractors, and SaaS providers.

Align external partners with Suffolk County’s technical and security standards.

Resolve conflicts among department heads, elected officials, and community stakeholders.
Required Qualifications
-
Education: Bachelor’s degree in Business Administration, IT, or Public Administration (MBA or MPA ).

Experience:

5+ years managing enterprise programs ($10M+ budgets) in government or large organizations.

Proven success with ERP, CRM, or large-scale IT/construction integrations.

Technical Skills:

Mastery of Clarity, ServiceNow, or Microsoft Project Online.

Advanced data analytics (Power BI, Tableau) for decision-making.

Certifications: PMP, PgMP, SAFe, or ITIL 4.

Soft Skills: Executive-level communication, political acumen, and consensus-building.
Qualifications

Experience with Virginia state government processes (e.g., VITA, SWaM procurement).

Knowledge of Public enterprise systems (e.g., Oracle, ArcGIS Enterprise).

Scrum Master or Lean Six Sigma certifications.
Work Environment

Hybrid Model: 3 days onsite (County offices) for stakeholder meetings.

Tools: Client-provided EPMO software, collaboration platforms (Teams, SharePoint).
