Overview:

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is actively establishing a detachment in Guam (NAVSHIPYD & IMF DET GUAM). This key industrial site supports a broad spectrum of naval vessel/submarine maintenance, overhaul, and repair activities. The purpose of this contract is to provide project planning, execution and support services in Code 200, Engineering and Planning Department (EPD), and other support departments to support ship systems maintenance, repair and testing during availabilities at NAVSHIPYD & IMF DET GUAM. Strategic Technology Institute, Inc. (STi) is seeking an experienced Engineering Project Manager to serve as the lead in ensuring that our engineering projects are planned and executed efficiently, meeting all operational, schedule, and budget targets. This individual would also assist with the overall support of project planning/management/testing, estimating, and specification writing for critical U.S. Navy ship systems.

Responsibilities:

  • Provide comprehensive project planning and management support to ensure adherence to schedule and budget.
  • Issue planning products, estimates, work specifications and material procurement documents in support of project schedules and goals.
  • Maintain accurate planning product status throughout the various planning stages to ensure positive cost and schedule performance.
  • Coordinate activities of subordinate groups, establishing priorities for their cognizant workload and workforce.
  • Break down work into job summaries and properly assigning to cognizant code.
  • Assist in establishing and maintaining appropriate databases, e.g. Job Summary (JSs) and Task Group Instructions (TGIs) to ensure all work can be tracked and certified complete at the end of a project.
  • Assist Project Team with monitoring progress of work and schedule adherence by ensuring all work (including new work and work changes) can be tracked, properly accounted for and certified complete at the end of the project.
  • Ensure commitment dates are established and met for Job Summaries, TGIs, DFs and material orders.
  • Provide data from various databases and reports such as financial forecasts, manning requirements, planning progress and key event closure requirements.
  • Mentor new project personnel on project teams in pre-availability planning and execution, including training on the Authorized Work Package (AWP) - advising newly assigned project personnel on the different Excel spreadsheets and other tools used to monitor Project progress.
  • Prepare and review Job Summaries and Job Planning products, validating that the work issued accomplishes the line items in AWP.
  • Review and evaluate the Project’s AWP, the applicable Ships Planned Maintenance System (PMS) and Current Ship’s Maintenance Project (CSMP) to determine the Ship’s Force (SF) PMS Component Unit (CU) phases required for that particular availability (including nuclear and non-nuclear interface work).
  • Prepare, issue, and integrate required CU phases into the project network to be used in generating milestones and key events.
  • Create and issue AIM CU phases for ship force work for upcoming submarine availabilities and projects in execution and submarines in pre-planning for upcoming submarine availability.
  • Review and revise SF CU Phases of scheduled project maintenance and testing - evaluating SF CU Phases of scheduled project maintenance and testing.
  • Mentor and train new project personnel, providing guidance on project planning tools and strategies.

 

Job Requirements:

Minimum Qualifications:

  • Secret Security Clearance
  • 15+ years of project engineering, management, and planning for naval ship systems.
  • Extensive experience with Mechanical, Structural, Electrical, and Combat systems, ensuring compliance with SUBSAFE, DSS-SOC, FBW SCS, and/or Level 1 requirements.
  • Demonstrated ability to develop project strategies, manage comprehensive planning timetables, and oversee detailed project execution.

Skills:

- Exceptional organizational and leadership skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Proficient in using project management software and tools, including Excel and other specialized naval project planning tools.
- Excellent communication and interpersonal skills, capable of mentoring teams and collaborating across departments.
