Engineering Project Manager - Infrastructure

Position Summary:

Under the general direction of the mayor, and Department of Public Works, this position will serve as an essential element of the expanding Engineering staff in a city that is experiencing unprecedented growth and development. Assignments will require knowledge of engineering principles and an understanding of subsurface infrastructure construction and its challenges. Candidates must have project management experience working on complex, multi-discipline construction projects.

Essential Functions:

  • Planning, coordinating, implementing, and supervising development of public-facing engineering projects that may include: streets/mobility access; sanitary sewer; storm drain; water distribution systems; private utilities.
  • Maintain project schedules and budgets; preparation and maintenance of project database to advise Capital Improvement Plan (CIP) decisions.
  • Assist in preparation of designs, specifications, and plans for engineering construction projects and municipal construction work.
  • Review of contracts and construction documents for compliance with: standard engineering practices; Commonwealth of Massachusetts procurement guidelines; City of Everett Financial Policies & Procedures as well as Goals and vision of the City.
  • Responsible for budget and schedule tracking of construction projects.
  • Responsible assisting with Grant reporting and reimbursement for eligible projects.
  • Responsible for Contractor compliance to Payment Certification/Forms and City AR/AP policy.
  • Attendance at, and documentation of, all necessary project meetings with designers/contractors/regulators/City officials.
  • Direct team members (consultants/staff/other City Departments) as needed to meet project goals.
  • Ability to problem-solve and communicate with stakeholders in a time-sensitive manner.

  • Represent the City in discussions with , businesses, and contractor to communicate and address project impacts in real-time.

Knowledge, Skills, and Abilities:

  • Experience with Public Utility projects (NatGrid, Verizon, Etc.) .
  • Strong communication skills (both verbal and written).
  • Knowledge of construction standards and building codes.
  • Ability to read and interpret plans and specifications.
  • Proficiency with Microsoft Excel and Word.
  • Ability to work independently, and as part of a team in fast-paced environment.
  • Municipality experience a plus but not required.
  • Must have high attention to detail
  • Excellent people skills and supervisory skills

Education and Experience Requirements:

  • Bachelors in Civil Engineering
  • At least five years of civil engineering experience

Physical Demand and Work Environment:

  • Office and within the community
  • Ability to lift up to 50 pounds
