Job Summary
The Engineer Assistant I - Traffic Signal applies entry and intermediate-level engineering principles and practices in planning, designing, preparing and testing various traffic signals and/or traffic operations, construction, and maintenance projects to develop or maintain the public infrastructure of the City of Dallas. Under the supervision of a registered Professional Engineer, the Engineer Assistant I - Traffic Signal will conduct traffic engineering studies, assisting in the analysis of traffic operations, of traffic microsimulation models, capacity analysis, traffic signals design, traffic signals timing, signing and pavement markings, streetlighting, development and/or review of traffic control plans and associated.
Job Description
Essential Functions
1.
Inspects and monitors traffic related construction or maintenance projects to ensure compliance with design specifications and contractual agreements. Coordination, technical support and management for construction-related activities including traffic signaling equipment construction and associated work including foundation construction, ITS, signs, pavement markings, streetlights, street resurfacing; water/wastewater utility lines; storm drainage systems, ADA and sidewalk facilities and erosion control improvements.

Performs transportation/traffic operations/traffic signals engineering planning and design.

Analyzes transportation engineering project problems in assigned inspection areas for the City of Dallas Capital Projects. Recommends solutions and monitors implementation to ensure projects conform to departmental requirements and city, state and federal regulations. Under the supervision of a registered Professional Engineer or other project manager, modifies and develops engineering plans and finds engineering solutions for problems in traffic signals, ITS, signs, pavement markings, streetlights plans and/or other improvements.

Assist in revising work performed by contractor, quantity verification and bid items quantity calculations of assigned City of Dallas capital projects. Performs preliminary and final inspections and recommends acceptance of developments. Responsible for assuring that the monthly construction invoices of the assigned projects are accurate, well documented and processed in a timely manner to meet City, State and Federal requirements as applicable based on the Contract documents for each project and environmental and safety requirements.

Researches and reviews traffic analysis, traffic operations, ITS and safety issues including pre-emption set ups for transit operations and works with internal and external stakeholders as required.
6 . Exhibits proficiency in using computer-assisted traffic engineering and design software and equipment including traffic analysis and simulation software and other software to perform engineering tasks.

Prepares and develops customized reports for program managers/project managers. Prepares detailed data of construction progress and inspection. Prepares various reports on daily, weekly & monthly operations and activities. Prepares various inspection reports as required. Maintains files and reports regarding inspection and plans check activities and findings.

Under the supervision of a registered Professional Engineer, modifies and develops engineering plans and finds engineering solutions for problems related to traffic signals, signs, pavement markings, streetlights, and other projects.
9.
Assists, supports, and participates in developing scopes of work, tasks, milestones, and project budgets to forecast construction schedules and establish project objectives or process operation, optimization, and enhancements; prepares design agenda packages for council resolution.

Communicates, engages, and interacts with other departments, , consultants, contractors, and other government agencies to coordinate activities and provide information about projects.
11.
Reviews, evaluates, and provides feedback on design plans from consultants; assist in negotiating design contracts, develops a cost estimates, and assists with projects from initiation to completion; supports finding solutions for engineering problems and prepares specifications, addendums, and change orders.
12.
Visits project sites on field; ensures managers are up to date on project status and reports on project implementation and specifications; compiles construction analytics and prepares documents and reports regarding general activities, inspections, plans check activities, and other findings.
13 . Assist in performing temporary traffic control design analysis and plans development activities, transportation operations and maintenance-related activities and traffic analysis and data collections.
14 . Assists, supports, and participates in automating workflows and logic programming of traffic signaling equipment.

Performs other work required or assigned.
Knowledge and Skills
Knowledge of Project management concepts and communication skills.
Knowledge of math and engineering principles necessary to do the review of the design work.
Knowledge of traffic signals design, traffic operations, traffic data collection concepts as well as the use of traffic related software.
Basic knowledge of city regulations, department standards, and state and federal regulations which affect engineering design and operating activities.
Basic knowledge of construction (i.e., capital improvements) or maintenance (i.e., traffic lighting systems) practices and principles.
Strong communication skills.
Excellent technical writing skills.
Skill in analyzing data and generating reports.

Ability to apply engineering principles and drafting skills to design engineering plans for construction projects and process development.
Minimum Qualifications
Education
Bachelor's degree or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC/ABET) OR
Bachelor's degree or higher in engineering technology from a program accredited by the Technology Accreditation Commission of the Accreditation Board for Engineering and Technology (TAC/ABET) OR
Bachelor's or graduate degree in mathematical, physical, or engineering science approved by the Texas Board of Professional Engineers (TBPE) (written approval from the TBPE must accompany application.)
Bachelor's degree or higher in an engineering field from a program accredited by a signatory of the Washington Accord.
LICENSES AND CERTIFICATIONS:
Engineer-in-Training (EIT) Certificate issued by the state of Texas must be obtained within six (6) months of employment.
An individual who has passed the eight (8) hour Fundamentals of Engineering (FE) Examination administered by the Council of Examiners for Engineering and Surveying (NCEES) will qualify. (A copy of official exam results must accompany application.)
A valid driver's license and good driving record.

Salary Range
$60,564.09 - $73,523.75
