Electronics Engr 3 - Sys Planning

Description This function provides professional engineering expertise in assisting project manager and other engineering personnel in implementing BPA management approved projects, supporting field maintenance crews and other related engineering activities. This includes facilitating engineering, design, and implementation for assigned projects. In addition, this function will provide professional engineering expertise in assisting project managers and other engineering personnel in implementing projects, supporting field maintenance crews, and other related engineering activities.Work associated with this position will be directly related to the Communication & Control (C&C) Planning function, which includes plans for communications, control and data systems affecting the transmission system. The Telecommunications function provides engineering, design, and field support for BPA’s telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, wide area networks used for operational data and network management. Leads and participates on teams to research and test telecommunication and related equipment. Develops requirements for technical specifications for procurement of telecommunications systems and equipment, and provides engineering support in the award and administration of material contracts and project management of turnkey system contracts. Education & Applicable Fields:Bachelor’s Degree in Engineering, preferably an Electrical or Electronics Engineering Degree (from an ABET accredited school) is required.ABET (Accreditation Board for Engineering and Technology) Education & Experience Requirements: Level 3• 10 years of Electrical Engineering experience is required.• Knowledge of engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission systems is required. Typical Tasks may include:• Perform simulation studies and document findings in formal reports.• Compile technical results in summary form such as tables, reports, and graphics to support engineering staff.• Develop and maintain databases related to engineering/scientific applications.• Conduct efficiency studies on various projects and provides recommendations.• Provide planning support, coordinates plans of service with stakeholders, and implements plans for assigned projects.• Performs field research by traveling to remote sites to collect physical data.• Prepare detailed design, material, or procurement specifications for equipment, verifying that technical tradeoffs have been considered, and that decisions conform to existing policies and standards and are within budgetary constraints.• Prepare and process work statements, procurement requests, detail sheets, receiving reports and invoices for various contracts.• Prepare engineering designs or assist in developing engineering requirements for the development, installation and modification of BPA facilities.• Perform review and modification of design drawings.• Provide technical support to construction, operations and maintenance personnel.Specific Tasks:• Work within a team to provide Communication &Control plans-of-service [PoS]• Identify and document the minimum C&C requirements and interests, developing C&C plan-of-service [PoS] alternatives, document selected PoS on Project Requirements Diagram’s [PRD’s], creating back-of envelope [BoE] estimates, writing the C&C portion of the Study Report and submit Estimate Request’s [ER’s]• Plan communications, control and data systems for network transmission, network interconnections and customer service projects.• Develop communications/control plans in conjunction with fulfilling transmission service requests.• Perform long-range studies of the Telecommunications System composed of radio and fiber for adequacy of capacity.• Develop options, evaluating and selecting the preferred plan and making recommendations for meeting communications/control system functional requirements.• Identify system requirements from problems or opportunities identified by others.• Document telecommunications decisions to lease or share operational circuits on Bonneville’s communications systems.• Providing analysis and support for planning tools.• Communicate technical information verbally and in writing to technical and non-technical users• Understand and following established processes and procedures including: PRD Guidelines, circulating PRD’s for review & comments, C&C BoE estimates creation and submitting ER’s• Provide engineering, design, and implementation responsibility for assigned projects.• Provide professional engineering expertise in assisting project managers and other engineering personnel in implementing projects, supporting field maintenance crews, and other related engineering activities.• Using sound engineering practices and judgment, provide the following services:• Provide planning support, coordinate plans of service with stakeholders, and implement plans for assigned projects.• Participate on teams to research and test telecommunication and related equipment.• Assist in development of requirements for technical specifications for procurement of telecommunications systems and equipment, and provides technical support in the administration of material contracts and project management of turnkey system contracts.• Prepare detailed design, material, or procurement specifications for equipment, ensuring that technical tradeoffs have been considered, and that decisions conform to existing policies and standards and are within budgetary constraints.• Prepare engineering designs or assist in developing engineering requirements for the development, installation and modification of BPA facilities.• Provide technical support to construction, operations and maintenance personnel. Knowledge / Skills / Abilities:• Experience in Electric Utility sector with an emphasis on Communication & Control Planning or Electronic Design or Communications Maintenance or Technical Operations• Knowledge of the NERC & WECC Planning Standards as they apply to the Protective Relaying, Special Protection Systems and communication systems• Experience applying WECC “Communication System Performance Guide for Protective Relaying Systems.• Knowledge of BPA’s “Technical Requirements for Interconnection to the BPA Transmission Grid”• Ability to analyze and design complex installations, facilities or structures using the latest techniques and applicable codes.• Ability to participate and perform effectively in a project team environment and effectively manage multiple work assignments and changing priorities.• Ability to manage and provide overall coordination for the design and construction of various facilities including project scheduling and estimating.• Ability to review and evaluate design packages (including drawings, material certifications, and submittals for conformance to the design specifications).• Skill in oral and written communication to effectively fulfill stakeholder/ customer/team requirements.• Communicating with people outside the organization, representing the organization to customers. This information can be exchanged in person, in writing, or by telephone or e-mail.• Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.• Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.• Knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources.• Knowledge of principles and processes for providing customer services.• Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.Additional Preferred Skills:• Experience with developing plan’s-of-service (PoS) for communication, control and data systems used to operate and control the power grid at large Electric Utilities• Experience in developing cost estimates• Experience disseminating technical information in writing and orally• Knowledge of and skill in applying:• Communication network operation concepts and methods;• Communication network architecture principles and concepts• Communication network operation, performance, planning
