1. Job Overview / Summary

The expert will implement adequate supervision and control of the work, in order that all Electrical & Instrumentation activities are executed in accordance with the overall Package schedule. The service provider will have to supervise EPCC Contractors' Electrical & Instrumentation activities, in order that the field activities are completed (AOC reached) as per the Project schedule.

  • Total Experience Required: Advanced Management (>7 years of experience in the required technical field)
  • Relevant Experience Required: Advanced relevant Electrical & Instrumentation work experience, preferable in Middle East Oil & Gas industry
  • Industry-Specific Experience: Oil & Gas

5. Responsibilities and Skills

  • Key Responsibilities:

    1. Review and comment Contractors JSA - Method statements.
    2. Review and comment on the Contractors' work schedules.
    3. Plan and monitor the adequacy of Site supervision activities.
    4. Manage Electrical & Instrumentation Supervisors daily and ensure there is adequate field surveillance of contractor's Electrical & Instrumentation activities.
    5. Implement the Site Safety Walk, involving the EPC Contractor, and subcontractors' representatives.
    6. Ensure all Electrical & Instrumentation activities are achieved within schedule and comply with Health, Safety, Environmental, and Quality requirements.
    7. Participate in the site progress weekly review.
    8. Review and comment on the Weekly and Monthly Progress Reports.
    9. Address timely any performance deviation with Contractor's superintendents.
    10. Identify key risks to delivery and ensure adequate risk mitigation or contingency plans are in place and report concerns to the Package Management.
    11. Manage subsystem and system handover to the Commissioning Team and manage Punch Lists. Comment and endorse completion certificates.
    12. Attend all meetings related to Electrical & Instrumentation activities as defined by Package Management.
    13. Plan and participate in periodic Electrical & Instrumentation Audits for the works.
    14. Monitor audit conformance and expedite corrective actions on deviations and non-compliance on works.
    15. Interact with HSE and Quality on a weekly basis to address open observations.
    16. Coordinate with Petchem (operations) the ergonomic reviews on Site.
    17. Coordination with the Electrical & Instrumentation Managers/superintendents of other Packages to ensure activities are complete on schedule to allow the correct interfaces and interactions to run smoothly.
    18. Follow up on inspections and testing relating to Quality Control, follow up Inspection work, and manage resulting remedial work demands for Electrical & Instrumentation.
    19. Provide input on Civil/Structural steel Electrical & Instrumentation to post-project reviews and close-out reports/meetings.
  • Technical & Domain Skills:

    • Strong knowledge of Electrical & Instrumentation safety standards.
    • Good knowledge of erection work execution.
    • Experience in integrated projects and joint venture organizations.
    • Knowledge of safety and environmental aspects of major Electrical & Instrumentation projects.
  • Soft Skills:

    • Ability to work with others in a collaborative manner.
    • Ability to efficiently manage multiple tasks and priorities simultaneously and manage changing priorities.
    • Ability to adapt to international, multi-cultural project environments and intensive environments.
    • Interpersonal skills, rigor, and analytical mind.
    • Ability to liaise, coordinate, and positively communicate with different parties (Contractors, Project Entities, Auditors, other discipline representatives, experts, project people, PMT EPCC packages, etc.).

6. Notes / Additional Information

Accountability:

  1. To ensure that all Electrical & Instrumentation activities are performed in safe conditions and that adequate work risk assessments have been performed before activities start.
  2. To ensure that the Electrical & Instrumentation area, TCF, and access routes are maintained to the highest level of housekeeping, and that sustainability is recognized as a value within the Electrical & Instrumentation activities.
  3. To ensure the quality of the Electrical & Instrumentation execution is compliant with the requirements of codes, project specifications, technical referential, contract, international codes, and local regulations.
  4. To ensure adequate supervision of the Electrical & Instrumentation activities performed by EPCC contractors and their subcontractors.
