Discpline manager process engineering

The project involves the integration of a new power generation facility with an existing operational refinery. This creates a technically challenging brownfield environment with significant interfaces across steam, condensate, fuel gas, water, wastewater, flare, utilities and drainage systems.
With the EPC(M) contractor appointed, the Owner’s Team is being strengthened with senior engineering professionals who will provide technical oversight and ensure the engineering solution meets the client’s operational, technical and safety requirements.
As Process Engineering Manager, you will act as the client-side technical lead for Process Engineering, working closely with the EPC(M) contractor, the site organisation in Rotterdam and international engineering stakeholders.

Your responsibilities will include:

• Providing technical leadership for Process Engineering throughout the project
• Reviewing and challenging EPCM designs, calculations and engineering deliverables
• Monitoring engineering quality, scope, progress and technical risks
• Managing process interfaces between the existing refinery and new facilities
• Ensuring appropriate input from operations, maintenance and other site stakeholders
• Supporting process design reviews and key technical decisions
• Resolving technical issues in collaboration with the EPCM contractor and site teams
• Supporting procurement, site activities and commissioning preparations
• Ensuring designs comply with applicable HSE, engineering and operational requirements
• Working closely with other engineering disciplines to manage multidisciplinary interfaces

We are looking for someone with:

• A Bachelor’s or Master’s degree in Chemical Engineering, Process Engineering or a related discipline
• Significant Process Engineering experience within refinery, petrochemical, chemical, energy or other complex process facilities
• Experience with large capital projects and EPC/EPCM environments
• Strong knowledge of process utilities and associated systems
• Experience reviewing and challenging contractor engineering deliverables
• Strong stakeholder and contractor management skills
• Brownfield and operational site experience
• Owner/client-side engineering experience is highly desirable
• Commissioning or start-up experience would be an advantage
• Netherlands right to work 

The initial assignment is expected to be 12 months, with the wider project anticipated to continue for approximately 2.5 years. Both contract and freelance professionals can be considered.
