Director Infrastructure & Asset Development

Job Description : Company Our client is one of Saudi Arabia's and Bahrain's leading companies in the field of facility management, construction, trading and investment. They are currently looking to hire a Director Infrastructure & Asset Development to be based in Tabuk, Saudi Arabia. Duties & Responsibilities: Lead the planning, development of specifications and design, construction planning and execution, quality control, safety of multi-disciplinary transport engineering/infrastructure projects for on time and within budget delivery at the required specifications and quality Closely coordinate and communicate project information with team and other internal and external parties e.g. engineers, planners, architects, lawyers, property developers. Develop and manage project schedules, scope, budget and resources, and address potential conflicts by implementing risk mitigation techniques Conduct all necessary due diligence and obtain all necessary internal and external approvals, permit and license, etc. for project planning, construction and operations. Compile tender documents and design specifications for projects entering the construction phase. Conduct site inspections and surveys, undertaking site audits, preparing defect lists and client acceptance notices of completed works Responsible for contract managing the works and services of consultant and contractors. Prepare asset briefs, progress reports and all other asset development & management related documents from project planning to delivery through to operational phases Responsible for development and execution of operation and asset management plans including planning and procurement of all required services, spare parts, storage and equipment for operation and maintenance of different mobility modes Responsible for liability and safety management for project execution and operations of all mobility assets through professional risk management planning (including developing a suitable insurance policy portfolio) Facilitates stakeholder engagement by regularly liaising with internal and external partners regarding project development, administration and implementation Undertake various transportation infrastructure related proposals, technical reports/presentations and briefing memorandums. Participate in project meetings with clients, internal and external stakeholders, and other project team members Serves as a subject matter expert and develop expertise within the LM Infrastructure and Asset Development team in transportation and mobility infrastructure assets Develops and delivers briefing, communication, and presentation materials for a wide range of audiences including business unit management and senior management Other transportation infrastructure related assignments as needed Qualification & Requirements: Bachelor / Master's degree in Engineering or equivalent degree with more than 15 years of progressive transportation engineering / infrastructure experience Strong track record in leading complex infrastructure projects with significant organizational impact. A minimum of 10 years in leadership / management role in construction project management within a multinational company, preferably in the transport sector Excellent planning and management skills, with good attention to detail Knowledgeable in the priciniples, practices and methods of infrastructure design and construction, and the design aspects of transport facilities. Knowledge and experience in procurement procedures including preparation of tender documentation, tender appraisal and contractor appointment. Excellent oral, written and presentation communication skills at all levels, a team player with a flexible approach and a willingness to learn Strong organizational & time management skills, and able to work under pressure Team player with collaborative skills and cultural awareness. Experience working independently with senior executives and the ability to quickly build personal credibility and assimilate business issues/need A self-starter who is pro-active and can set and achieve goals. Excellent influencing and negotiation skills applied at all levels to gain consensus Excellent skills in Word, Excel, Power point and Outlook are fundamentally important. Programme and resource management skills in Primavera (P6), Project or equivalent will be advantageous. Demonstrate experience in using one or more industry-relevant software (AutoCAD/AutoTURN, MicroStation, Aconex, REVIT, etc) Project Management Professional (PMP) designation is an asset Strategic and process-oriented, prefers to operate in a fast and dynamic environment Team player and able to work independently with little oversight Able to prioritize tasks with excellent organizational skills Detail-oriented and commendable problem-solving skills Proficiency with the Microsoft Office suite of products (PowerPoint, Excel and Word), with knowledge in other presentational and organizational products or multi-media tools being an advantage Fluency in English is required, and fluency in Arabic is an advantage.
