Delivering Critical Public Infrastructure & Community Swimming Pools
Overview
This is a pivotal leadership role at an established contractor specializing in public infrastructure projects, including water and wastewater treatment facilities and municipal swimming pools. The Role
The Director of Construction Operations will oversee all aspects of project delivery across a growing portfolio of public-sector infrastructure work. You’ll provide hands-on leadership to project teams throughout the construction lifecycle, from preconstruction planning to close-out. Reporting directly to company ownership, this individual will also play a key role in financial oversight, risk management, client representation, and team development. Success in this role means consistently delivering projects on time, on budget, and to a standard that exceeds stakeholder expectations.
Responsibilities

Lead the successful delivery of municipal infrastructure projects, ensuring alignment with safety, schedule, budget, and quality goals

Represent company leadership in client and agency meetings, preconstruction discussions, and contract negotiations

Oversee project planning, cost forecasting, and risk identification—taking corrective actions where necessary

Support estimating, budget development, and procurement of major subcontract scopes

Mentor project managers and field teams, fostering a culture of excellence, growth, and accountability

Ensure adherence to all safety protocols, QA/QC procedures, and compliance requirements (OSHA, EPA, DEQ, SUDAS, etc.)

Implement standardized processes and support adoption of construction technology across teams

Act as the primary liaison to municipal clients, consultants, and community stakeholders
Requirements
-
10+ years in heavy civil or public infrastructure construction, including 5+ years in senior operations leadership

Proven experience with water/wastewater treatment facilities, aquatic centers, or similar municipal works

Strong commercial acumen and understanding of public-sector contracts, compliance, and risk management

Confident communicator, able to represent the business at client and community levels

Proficiency with project management software, scheduling tools, and digital collaboration platforms

Bachelor’s degree in Construction Management, Civil Engineering, or related field
Nice to Have

Experience with mechanical/process systems in water infrastructure projects

Familiarity with ISNetworld safety compliance systems
Salary
$100,000 - $120,000 commensurate with experience
Location
Office-based with travel to project sites as required. Location flexibility available for the right candidate within the region.
