Job Title: Digital Programme Manager\n\nLocation: Gloucestershire\n\nContract Type: 12-month fixed-term contract, with a view to permanent\n\nSalary: Up to £54,500\n\nWe’re working with a local authority that’s committed to delivering its digital strategy and transforming how services are provided to . They’re looking for a Digital Programme Manager to lead this change, shaping and embedding a programme that will continue beyond the initial contract.\n\nThe Role\n\nYou’ll be responsible for:\n\nDriving delivery of the council’s digital strategy, ensuring projects deliver measurable outcomes.\n\nBuilding and managing a transformation programme with clear governance, reporting, and assurance.\n\nLeading multiple workstreams across technology, processes, and cultural change.\n\nEngaging senior stakeholders, including directors, heads of service, and elected members.\n\nManaging risks, dependencies, and benefits realisation across the programme.\n\nExperience Required\n\nSignificant experience as a Programme Manager in digital transformation.\n\nProven ability to set up and deliver large programmes, ideally within local government or public sector.\n\nStrong stakeholder engagement and influencing skills at senior level.\n\nUnderstanding of agile delivery, user-centred design, and digital service standards.\n\nAwareness of the financial and operational challenges facing local authorities.\n\nWhat’s on Offer\n\nSalary up to £54,500.\n\n12-month fixed-term contract with the opportunity to move into a permanent role.\n\nHybrid working with a South West base.\n\nA chance to shape and deliver a high-profile digital programme with lasting impact.\n\nThis post does not offer sponsorship and ideally you will be on site weekly
