Position Overview:
Machina Cognita Technologies (MCT) is seeking a motivated, mission-driven professional to take on a high-impact role as Cybersecurity & Technical Program Manager. This role will support the company’s Facility Security Program and manage the execution of early-stage R&D projects under U.S. government contracts. This position sits at the intersection of cutting-edge artificial intelligence and machine learning (AI/ML) development, security risk management, and real-world military application—ideal for someone ready to shape the future of defense innovation while ensuring the integrity of a security program.
You’ll play a central role in both managing our facility’s security and cyber compliance posture and leading early-stage AI/ML projects for U.S. government customers. We’re especially looking for someone who brings firsthand military experience and can serve as a subject matter expert to help translate tactical mission needs into technical solutions. Key Responsibilities:
Cybersecurity & Facility Security:
- Manage security policies and procedures in compliance with the NISPOM (32 CFR Part 117), including insider threat and cybersecurity compliance.
- Support clearance processes, insider threat monitoring, and cybersecurity compliance for classified contracts and unclassified systems.
- Ensure compliance with all DCSA and SEAD 3 reporting requirements.
- Maintain accurate records in DISS, NISS, e-QIP, and other government systems.
- Conduct annual self-inspections, training, and security briefings for cleared personnel.
- Develop and maintain cybersecurity plans aligned with NIST and CMMC standards.
Technical Project Management (R&D Focus):
- Manage government-funded R&D efforts (e.g., SBIR/STTR, BAAs) from proposal through technical execution.
- Translate real-world defense needs into actionable technical development plans, prototypes, and demonstrations.
- Coordinate cross-functional technical teams (engineers, data scientists, SMEs) in delivering project milestones on time and within budget.
- Interface with military end-users and government sponsors to ensure mission alignment and user-centered design.
- Contribute to the preparation of technical reports, milestone reviews, and compliance documentation.
Qualifications:
- Bachelor’s degree in Math, Operations Research, Computer Science, Engineering, or a related field.
- Minimum 5 years of experience in cybersecurity, program or project management, military leadership, or related fields.
- Familiarity with security program management, security regulations (NISPOM, SEAD 3), and federal acquisition processes.
- Strong written and verbal communication skills; ability to work across teams and disciplines.
- Active Secret or higher U.S. government security clearance (TS/SCI ).
Qualifications:
- FSO and/or ITPSO certification/training/experience (e.g., CDSE STEPP courses).
- Hands-on technical background in software development, AI/ML, or systems engineering.
- Experience with DCSA security systems (DISS, NISS, e-QIP, etc.).
- Familiarity with SBIR/STTR, BAAs, or other DoD R&D funding mechanisms.
- Served in leadership roles in the US military on active duty status
Expected Salary Range: $110k - $160k depending on experience, technical expertise, and leadership potential
