Job Appointment: Full time

Work Schedule: Monday - Friday Day Shift; Alternate Schedule May Be Available. This position supervises cross connection control inspectors. In April 2025 all manager and supervisor positions are expected to report to their worksites full time. This position may have occasional after-hours work required to support critical projects or address system issues.

Position Summary

The Cross Connection Control Manager oversees a team of technical staff and is responsible for program management, regulatory compliance, plan review, and stakeholder collaboration. A key near-term priority is leading the transition from a paper-based to electronic documentation system for backflow assembly test reports.


Key Responsibilities

  • Supervise and support staff in administering the Cross Connection Control Program
  • Collaborate with the public to ensure compliance with backflow assembly installation requirements and develop creative solutions for complex situations that are protective of the water system
  • Implement technology solutions to improve documentation, workflows, and program efficiency
  • Manage program operations to ensure compliance with drinking water regulations
  • Partner with State and City technical experts to update cross connection control requirements

About the Bureau

This position is part of the Bull Run Supply and Treatment Division within the Operations Group and reports to the Bull Run Supply and Treatment Manager. The Division includes Conduits and Watershed, Water Treatment, Process Engineering, Operational Analysis (hydraulic modeling), and Cross Connection Control. Together, these groups manage the Bureau’s cross connection control program, operate and maintain infrastructure in the Bull Run Watershed—including dams, roads, and large conduits—provide treatment at two facilities, and conduct system analysis through hydraulic modeling.

The following minimum qualifications are required for this position:

  1. Knowledge of and ability to interpret and apply federal, state, and local laws, regulations, and codes related to cross connection control and drinking water.
  2. Experience implementing workflow improvements, including evaluating or adopting new technological solutions.
  3. Ability to work effectively with a multicultural workforce, promote equity in the workplace, and apply equitable program practices
  4. Strong communication skills, both verbal and written, with the ability to present reports and recommendations clearly and persuasively to technical and non-technical audiences.
  5. Experience planning, prioritizing, and scheduling work while providing team leadership
  6. Knowledge of management principles, including supervision, training, and performance evaluation


Applicants must also possess:

  • A valid state driver’s license and acceptable driving record. 
  • Ability to obtain Oregon Health Authority Water Distribution Operator Certification – Level I within 2 years of appointment. 
  • Ability to acquire State of Oregon Backflow Assembly Tester and Cross Connection Specialist certifications within 1 year of appointment.

 

Although not required, you may have one or more of the following:

  • Bachelor’s degree with major course work in related field such as natural resource or utility management, environmental science, biological or physical science, engineering, or planning.
  • Five (5) or more years of progressively responsible experience  developing, implementing and managing water and environmental programs, projects and/or functions
  • Experience in cross connection control.
  • One or more years of experience as a supervisor
  • Experience in one or more of the following:
    • Cross connection
    • Backflow prevention
    • Plumbing systems
    • Drinking water distribution system operation
    • Maintenance and/or construction
