Job Title: Flat Work/Civil Cost Estimator

OCG Companies is hiring a Cost Estimator / Bid Specialist with direct underground utility construction experience to support our growing pipeline of municipal infrastructure work.

If your background is in civil construction, underground utilities, sewer, or water main projects, this role is for you.

*This role is specifically for civil/utility construction professionals.

This role is critical in supporting our business development efforts by preparing competitive bid packages for a variety of infrastructure projects including flat work, green infrastructure, sewer systems, and water main installations.

What You Will Be Estimating

• Water main & sewer installation
• Underground utility systems
• Excavation, backfill, and trenching
• Concrete and asphalt restoration
• Municipal and public works infrastructure projects

What You Will Do

• Complete full bid take-offs from civil plans and specifications
• Build accurate, unit-based estimates tied to field production
• Analyze labor, equipment, materials, and subcontractor pricing
• Partner with field teams and operations to validate assumptions
• Prepare and submit competitive municipal bid packages
• Track bid opportunities and support business development strategy

What You Need to Succeed

• Proven estimating experience in underground utilities or civil construction (REQUIRED)
• Strong understanding of municipal/public works bidding
• Ability to read civil drawings, profiles, and utility plans
• Knowledge of production rates (excavation, pipe installation, restoration)
• Advanced Excel skills (cost modeling, pivot tables, lookups)
• Strong attention to detail and ability to meet deadlines

Qualifications

• Field experience in underground utility construction
• Exposure to AI tools, automation, or data analytics in estimating or workflows
