Contracts & Project Control Manager

We are looking for a Contracts & Project Control Manager for one of our clients with the following details:

Location: Rabigh, Saudi Arabia

Duration: 1 year-Extendable to long-term

Start Date: ASAP

Qualifications & Experience Required

  • Bachelor's degree in engineering and/or law.
  • Specific understanding and exposure to PV projects with a minimum of 2 to 3 projects driven
  • from LNTP/NTP until COD.
  • Minimum of 10 years of experience in construction of power plants (technology based).
  • Experience in the MENA region is a must.
  • Experience working with EPC Contractors, directly as an EPC Contractor or as an Owner is a must.
  • Experience in the Middle East as Owner Engineer will be a plus.
  • Strong understanding of project management principles, practices, and tools, including scheduling, cost control, risk management, and reporting.
  • Project Management Professional (PMP) or equivalent certification is preferred.
  • Excellent analytical and problem-solving skills.
  • Professional certification and/or relevant experience in Contracts Management.
  • A collaborative, solutions-oriented approach and strong communication skills.
  • Ability to dive into the details of non-contractual matters such as engineering, cost control,
  • planning and construction.
  • Team player, yet able to work independently and duly manage his/her workload and priorities.
  • Proficiency in project management software (e.g., Primavera, Microsoft Project).
  • Proficiency in Microsoft Office Word, PowerPoint and Excel.
  • Fluency in spoken and written in English.

Activities:

  • Ensuring the implementation of all requirements in compliance with company corporate procedures and guidelines.
  • Fully aware of the Power Purchase Agreement, EPC Contract, O&M Agreement and various Project Agreements.
  • Manage the stakeholders effectively in line with the Contracts.
  • Ensuring the EPC Contractor's compliance with all the Planning and Control procedures included in the EPC Contract.
  • Analyzing, reviewing and approving the Project Baseline schedule, together with the Project
  • Control Plan and different reporting tools (including KPIs files).
  • Intensively reviewing and tracking of the critical path, ensuring the EPC is properly reporting it and analyzing/allocating plans to mitigate the delays ahead of time.
  • Assisting with all project meetings, progress and/or discipline technical meetings with the EPC Contractor.
  • Monitoring and checking the EPC Contractors' work across each discipline to ensure the timely delivery of the works, including a detailed review of the project KPIs following the different Contractual tools to be implemented.
  • Leading the review of the progress reports (daily, weekly and monthly) prepared by the EPC Contractor.
  • Leading the preparation of the internal monthly report to be submitted to the different stakeholders, and reviewing it with the PD/CEO
  • Providing the inputs for the monthly progress reports and relevant information to check EPC Contractor invoices.
  • Follow up with the actual progress versus planned values.
  • Ensures that the critical activities are executed according to the schedule, and looks for opportunities to create margin within the critical path
  • Analyses the work and imposes optimizations towards the Contractor where possible.
  • Evaluate and approve all recovery plans for delayed activities to secure the overall schedule.
  • Lead and manage all contractual aspects of executing the project including notifications, formal communications, variation orders, commercial/contractual claims, negotiation of LDs and claims, risk assessments, etc… with the EPC Contractor (under the EPC Contract) an also with the off-taker (under the PPA) and other third parties (such as the Owner's Engineer under the OE
  • Agreement, and other consultants/contractors for specific services and/or works).
  • Fully aware of Power Purchase Agreement, EPC Contract, Owner's Engineer Service Agreement, O&M Agreement and various Project Agreements and manage the stakeholders effectively in line with the contracts.
  • Effectively responding to the correspondences from various counter parties and ensure the interests of SPV are protected.
  • Ensure that the actions of the EPC Contractor are in line with its contractual responsibilities.
  • Evaluate the legitimacy of any claim and perform a regular review of the claim strategy with the Project Directors.
  • Actively monitors the project progress in line with the contract schedule and ensure the parties adhere to the program.
  • Work closely with the construction supervisory team and the Construction Manager, and interfaces with senior management team, finance and legal personnel to meet overall project deliverables
  • Establish procedures for awarding and administration of any project contracts.
  • Establish together with Owner's Engineer and finance the procedure for contractors' payment application verification and invoice approval.
  • Understand and prepare together with finance the invoicing procedure under the PPA and workclosely with the consultant in the implementation of the Plant Accounting and Settlement System (billing system) and plant model software.
  • Monitor and manage the Company's various registration documents, certifications,construction permits, project related permits, company and work actively to ensure timely renewals.
  • Maintain detailed records and documentation of all contract-related activities, negotiations, amendments, contractual correspondence, claims and other relevant matters.
